Cádiz publishes the III collective agreement of the public waste management company

The Official Gazette of the Province of Cádiz (no. 170, dated September 3, 2026) publishes the resolution for the registration and publication of the III Collective Agreement of Basuras Sierra de Cádiz S.A.U., adopted on August 20, 2026, by the Territorial Delegation of Employment, Enterprise and Self-Employment of the Junta de Andalucía. The text, signed on December 12, 2025, enters into force on January 1, 2026, and will remain in effect until December 31, 2028.
The resolution, which processes file 11/01/0002/2026, orders the registration of the agreement in the Registry of Collective Labor Agreements and Accords and its publication in the provincial gazette, in accordance with article 90.2 and 3 of the Workers’ Statute. The agreement is binding for the public company BÁSICA S.A.U. and its entire workforce, regardless of professional category or the service to which they belong.
Scope and working conditions
The agreement regulates the labor conditions of waste collection and street cleaning workers in the province, with an ordinary working day of an average of 37.5 hours per week on an annual basis (1,635 hours), distributed from Monday to Sunday in the MSW (Municipal Solid Waste) collection and street cleaning areas, and from Monday to Friday in office, gardening, and mechanics. Among other measures, it provides for:
- Summer working hour reduction of half an hour per day between June 15 and September 15, 2026, extended to one hour in 2027 and subsequent years.
- 30 calendar days or 22 working days of annual vacation, with rotation for all personnel.
- 6 days for personal matters per year, extendable to 7 if taken consecutively.
- Shift allowance of €73.85 per month, night shift premium increased by 25%, and per diems of 13, 25, and 75 euros depending on travel and overnight stays.
Pay equity and Equality Plan
The agreement incorporates mandatory anti-discrimination clauses and refers to the Equality Plan currently in force at the company, which includes positive action measures and a pay audit to detect direct and indirect discrimination. The principle of equal pay for work of equal value and the absence of wage differences based on gender are guaranteed, in line with RD 902/2020, of October 13, on pay equity, and with the pay registry provided for in article 28.2 of the Workers’ Statute.
Protocols against harassment
The fourth final provision of the agreement incorporates four mandatory protocols:
- Protocol for the prevention of and action against sexual harassment and harassment based on sex, with zero tolerance and an investigation procedure.
- Protocol against LGBTI+ harassment, which includes the creation of a Diversity Committee and the inclusion of LGBTIphobia as a psychosocial risk.
- Protocol for truck boarding and alighting guidelines for MSW (Municipal Solid Waste) driver-collector tasks.
- Protocol for permits and licenses, which unifies the criteria for processing and justifying absences.
The negotiating table was composed of the management of BÁSICA S.A.U. —with Fco. Javier Jiménez Navarro as managing director, Ana Isabel Medina Curquejo as president, and Pedro Romero Valverde as CEO— and representatives from the works council and union advisory.
The publication of this agreement provides legal certainty to the waste service workforce of the province of Cádiz for three years, consolidating progress in work-life balance, pay equity, and protection against harassment in a traditionally masculinized sector characterized by particular hardship.
