Cáceres appoints the tribunal for the music teachers' pool

The president of the Provincial Council of Cáceres has appointed the tribunal that will govern the call to establish a temporary employment pool for Music Teachers specializing in Oboe and Bassoon. The resolution was signed on September 16, 2026, and is published in the Official Gazette of the Province of Cáceres on Friday, September 18, 2026, number 0179, with the official reference BOP-2026-4348.

The decision is adopted by resolution of the Presidency of the provincial corporation, which previously specifically assumed the competencies regarding the appointment of tribunal members, both for the selection of public employees and the filling of job positions. The announcement appears in Section I (Local Administration) of the gazette, on pages 21460 and 21461, and orders its publication in the BOP, its transfer to the Plenary of the Corporation, and its notification to the affected deputies, without prejudice to its effectiveness from the date of signing.

The tribunal is constituted for a temporary employment pool of music teachers, the formula by which the Provincial Council covers teaching needs in the conservatories dependent on the institution. The resolution bears the signature of the chief official, Álvaro Casas Avilés, and is dated in Cáceres on September 17, 2026.

Composition of the tribunal

The selection body consists of a presidency, three titular memberships, and a secretariat, each with its own substitute:

  • Presidency: Antonio Luis Suárez Moreno; substitute, José Ignacio Méndez Sánchez.
  • Titular Member 1: Maria Victoria López Talaván; substitute, Jesús Galán Porrón.
  • Titular Member 2: Alberto González Puertolas; substitute, Vicente Pérez Pellicer.
  • Titular Member 3: Alicia Martín Terrón; substitute, Diego Carretero Menayo.
  • Titular Secretary: Rubén Rubio Polo; substitute, María José Rosado Barroso.

Abstention, recusal, and competencies of the Presidency

In accordance with articles 23 and 24 of Law 40/2015, on the Legal Regime of the Public Sector, members of the tribunal must abstain from participating in the selection body and may be subject to recusal in the cases and circumstances provided for in said regulation, at any time during the processing of the procedure.

The Presidency reserves the powers inherent to its office regarding the regime of competencies and will be responsible for resolving any doubts that arise in the interpretation of the resolution.

Appeal deadlines

The resolution concludes the administrative route, pursuant to article 88.3 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations. Against it, the following may be filed:

  • Contentious-administrative appeal before the Court of said jurisdiction in Cáceres, within a period of two months from its receipt.
  • Appeal for reversal before the Presidency, on an optional basis, within a period of one month from its notification.

The appointment clears the way for the temporary employment pool for Music Teachers in Oboe and Bassoon to move toward its constitution, a decisive step for the applicants and for the conservatories that depend on the Provincial Council of Cáceres. The official publication also establishes when the challenge calendar begins for those who wish to dispute the composition of the body.
