Por FactBox Admin

The Cantabrian Health Service has confirmed María Begoña Busta Vallina as Head of the Orthopedic Surgery and Traumatology Service of the Specialized Care Management of Area I: Marqués de Valdecilla University Hospital, for a new four-year term. The decision is published in the Official Gazette of Cantabria (BOC) no. 190, dated October 2, 2026, through the resolution identified with reference CVE-2026-7567 and number SAN/46/2018. The appointment is computed from December 11, 2024.
The resolution is issued after reviewing the favorable continuity report issued by the managing director of the Specialized Care Management of Area I, within the framework of the evaluation procedure for the service head position. The text appears in section 2.1 of appointments, cessations, and other situations of the gazette, within the section dedicated to authorities and personnel, and bears the signature of Santander, dated September 26, 2026.
A management position at the main Cantabrian hospital
The confirmed position corresponds to the post with code 2040P73000001TW, assigned to the Orthopedic Surgery and Traumatology service of the autonomous community’s reference hospital. The resolution emphasizes that the continuity occurs after passing the evaluation procedure provided for these management positions within the public health system.
The document details the essential elements of the decision:
- Confirmed person: María Begoña Busta Vallina.
- Position: Head of the Orthopedic Surgery and Traumatology Service.
- Center: Specialized Care Management of Area I, Marqués de Valdecilla University Hospital.
- Position code: 2040P73000001TW.
- Duration: four years, counted from December 11, 2024.
- Resolution reference: SAN/46/2018, published with CVE-2026-7567.
Legal basis and validity of the appointment
The confirmation is supported by articles 5.2.f) and 52 of Cantabria Law 9/2010, of December 23, on Statutory Personnel of Health Institutions of the Autonomous Community of Cantabria, and article 15, paragraph Four, of Cantabria Law 03/2023, of December 26, on Fiscal and Administrative Measures, which modified article 52.2 of the previous regulation.
The second paragraph of the resolution specifies that the extension is governed by the Third Transitional Provision of Cantabria Law 03/2023. Once the extension derived from the evaluation requests pending resolution at the entry into force of that law has ended, the provision of the position must be called again in accordance with article 52.3 of Cantabria Law 9/2010. In other words, the continuity does not consolidate the position indefinitely: at the end of the new period, a new provision procedure will be opened.
Notification and means of appeal
The resolution serves as notification to the interested parties, in accordance with articles 45.1 and concordant articles of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations. The act exhausts all administrative remedies, therefore the following may be filed against it:
- A contentious-administrative appeal before the Contentious-Administrative Court of Santander, within two months from the day following the notification.
- An optional appeal for reversal (reconsideration) before the same body that issued the resolution, within one month from the day following its publication in the Official Gazette of Cantabria.
The resolution is signed by the Minister of Health, by delegation of powers according to the Resolution of December 9, 2024, through the managing director of the Cantabrian Health Service, Luis Miguel Carretero Alcántara.
The confirmation guarantees continuity at the head of one of the services with the highest volume of care and surgical pressure in the Cantabrian health system, in a hospital that concentrates the specialized care of Area I. For the patients and professionals of the center, the appointment provides stability in the management of the service for the next four years, although subject to a new public call for provision at the end of the period.
