Burgos approves 2026 public employment offer with a seven percent quota

The Local Governing Board of the Burgos City Council approved in its session on July 30, 2026, the public employment offer (OPE) for the year 2026, which incorporates positions for civil service personnel and contractual staff. The agreement, signed by the sixth deputy mayor Yolanda Barriuso Munguía, is published in the Official Gazette of the Province of Burgos number 160, dated August 25, 2026, with reference BoPBur-2026-03628.
The call is processed by the Department of Personnel, Security, and Internal Regulations and is based on the ordinary staff replacement rate, accumulated in the priority sectors or groups listed in Article 20 of Law 31/2022, of December 23, on the General State Budgets for 2023. The agreement is referred to the General State Administration for the purposes of Article 56.1 of Law 7/1985, of April 2, regulating the Bases of the Local Regime.
Called Positions
The 2026 OPE groups the positions into four personnel blocks, according to the details of the agreement:
- Civil service personnel of the Burgos City Council, in the General Administration scale.
- Civil service personnel in the Special Administration scale.
- Contractual staff of the Burgos City Council, in accordance with the collective agreement for contractual staff.
- Contractual staff of the Municipalized Sports Service.
- Contractual staff of the Municipalized Mobility and Transport Service.
Reservation for people with disabilities
The agreement reserves a quota of no less than seven percent of the vacancies to be filled by people with disabilities, under the terms of paragraph 2 of Article 1 of Law 51/2003, of December 2, on Equal Opportunities, Non-Discrimination, and Universal Accessibility, provided they pass the selection processes and prove compatibility with the performance of the tasks.
The reservation is structured so that at least two percent of the offered positions are allocated to people who prove an intellectual disability, and the remainder to those who prove any other type of disability. The objective is to progressively reach two percent of the total workforce in each public administration.
Processing and appeals
The agreement exhausts the administrative route. Against it, a contentious-administrative appeal may be filed, within two months of its notification, before the Contentious-Administrative Section of the Court of First Instance of Burgos, or before the body of the district of the interested party’s residence if it is located in Castilla y León, at the choice of the appellant, in accordance with Articles 14 and 46 of Law 29/1998, of July 13.
Optionally and as a preliminary step, a motion for reconsideration may also be filed before the same body that issued the resolution within a period of one month, in accordance with articles 123 and 124 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.
The publication of this OPE opens the door to the call for the corresponding selection processes, which will affect thousands of public employment applicants in the capital of Burgos. The seven percent reservation for people with disabilities reinforces the city council’s commitment to equal opportunities in access to the public service, in a year in which the replacement of personnel is concentrated in the priority sectors defined by state regulations.
