Bunyola definitively approves the fee for the municipal nursery school

The Bunyola City Council has definitively approved the modification of the Fiscal Ordinance Regulating the fee for the provision of the municipal nursery school service. The agreement is published in the Official Gazette of the Balearic Islands (BOIB) no. 113, of September 10, 2026, under document number 9063, and sets the enrollment fees and monthly quotes for the service.

The definitive approval comes after no claims were filed during the public exhibition period, meaning that the provisional plenary agreement of July 9, 2026, published in BOIB no. 88 of July 14, is automatically elevated to definitive. The full text is made public in compliance with article 17.4 of the Revised Text of the Law regulating local treasuries, approved by Royal Legislative Decree 2/2004, of March 5.

Service Rates

The ordinance details the fee amounts, which include the enrollment fee and the quotes for different complementary services:

• Enrollment fee: 115.00 €.
• Nursery services (annual): 1,980.00 €; monthly quote: 180.00 € (from September to July, Monday to Friday, from 9:00 to 16:30 h).
• Early morning nursery service (from 7:30 to 8:45 h): 25.00 € monthly, or 2.00 € per single day (up to 7 days).
• Dining hall (from 12:00 to 14:30 h): 5.00 € daily (more than 15 days) or 6.00 € daily (up to 15 days).
• Baby dining hall (under 15 months): 2.00 € daily (more than 15 days) or 2.50 € daily (up to 15 days).

No half-quotes are made and payment is per day. The payment of monthly quotes is made in advance monthly installments within the first five days of the corresponding month, while single days and the dining hall are paid in arrears.

Discounts and Bonuses

The ordinance provides for 15% bonuses for various cases, which may be cumulative:

• 15% for siblings.
• 15% for large families.
• 15% when the per capita income of the family unit does not exceed 0.9 of the minimum interprofessional wage.

When formalizing the enrollment, a photocopy of the income tax returns of the family unit must be presented; if there was no obligation to declare, a negative income certificate for each member issued by the Tax Agency must be presented. Additionally, a prior deposit equivalent to one monthly installment of the fee is required when requesting admission or reserving a place.

Temporary suspension of the quote

On an exceptional basis, the transitional provision temporarily suspends the application of the monthly fee and the registration fee during the school period from September to June for the courses 23/24, 24/25, 25/26, and 26/27. The measure responds to the specific collaboration agreement between the Government of the Balearic Islands and the Bunyola City Council to establish the free nature of the basic schooling service for the first cycle of early childhood education, in accordance with Article 2 of Decree-law 5/2023 and Decree 43/2024, of September 27.

The modification enters into force on the day of its publication and begins to be applied the following day, with effect from September 28, 2024, and has a temporary validity limited to the duration of the agreement. The agreement, electronically signed on September 8, 2026, by the delegated councilor for Social Services, Seniors, Health, Associations, Education, and Youth, Maria Inmaculada Payeras Balle, may be appealed through contentious-administrative proceedings before the Chamber of the High Court of Justice of the Balearic Islands within a period of two months.

The news directly affects the families using the municipal preschool of Bunyola, who during the coming courses will see the monthly fee and registration suspended thanks to the free-of-charge agreement for the first cycle of early childhood education, while the ordinary rates and discounts for large families and low-income families will be stably fixed for subsequent courses.
