Brenes, Burguillos, and Tocina may exchange officers to reinforce the Local Police
Por FactBox Admin

The City Councils of Brenes, Burguillos, and Tocina may temporarily assign personnel from their Local Police Forces to reinforce security at events, celebrations, or extraordinary needs. The agreement was approved by Mayoral Decree No. 1418-2026, dated October 13, 2026, and is made public in the Official Gazette of the Province of Seville number 204, corresponding to Wednesday, October 21, 2026 (CVE: BOP-SE-2026-204015).
The collaboration agreement regarding local policing is thus formalized between the three corporations and is administrative in nature, governed by local government and inter-administrative cooperation regulations. The announcement is signed by the mayor of Tocina, Francisco José Calvo Pozo, and any disputes that may arise shall be submitted to the contentious-administrative jurisdiction.
Voluntary reinforcement and shared operational command
The purpose of the agreement is the temporary assignment of officers who, on a voluntary basis, provide service in the requesting municipality when it requires operational reinforcement due to events, celebrations, or duly justified extraordinary circumstances. The mayoralties-presidencies of the signing city councils will authorize in each case which personnel are deployed and for which specific periods.
The deployed officers will work under the direction and operational leadership of the receiving city council, through its Local Police Headquarters, and without prejudice to the competencies of the regional Administration. Conversely, they will maintain their organic dependency on the city council of origin, and the assignment will not modify their service relationship nor increase the staff of the municipality receiving the reinforcement.
322 euros per day and settlement between councils
The services provided shall be considered extraordinary services. Each eight-hour workday will be remunerated with 322 euros, an amount that will be paid exclusively by the city council of origin through its inclusion in the payroll, in accordance with its own remuneration regime.
The receiving city council must reimburse the council of origin for the full cost of the services effectively provided, via bank transfer and within a maximum period of one month from the date of request, following accreditation with a report from the receiving Local Police Headquarters. The compensation shall include:
- The remuneration paid to the official (322.00 euros).
- Indemnities due to service, per diems, and travel expenses.
- Social Security contributions and payments for the period of service (120.40 euros).
The detailed quantification of each concept will be provided by the Human Resources Department of the originating city council for the total of the services rendered. The management of Social Security contributions will likewise be the responsibility of the originating council through its ordinary payroll system, and the recipient will provide the necessary material means for the service.
Notice periods, validity, and causes for termination
The agreement establishes a minimum margin of five days for two procedures: the request for services by the receiving city council, except in justified exceptional situations, and the communication to the competent Department for Local Police regarding the provision of services. Additionally, the receiving city council will issue a report of services rendered detailing the working days, shifts, and hours completed, which will serve as the basis for the financial settlement.
The agreement will remain in effect until May 23, 2027, and may be terminated through four channels:
- Expiration of the validity period.
- Mutual agreement between the parties.
- Breach of the assumed obligations.
- Supervening impossibility of execution.
The agreement comes at a time when smaller municipalities face peaks in security demand generated by local festivals and major events with reduced staff. The approved formula allows for the sharing of personnel without creating new positions or assuming permanent personnel costs, as each council pays its own officers and subsequently passes the expense on to the municipality that requested the reinforcement. For the residents of Brenes, Burguillos, and Tocina, the expected result is more agile police coverage during celebrations that attract the largest crowds.
