Bovec Council Approves 2026 Budget Rebalance with €1.7m Deficit

The Municipal Council of the Municipality of Bovec adopted the Decree on the rebalance of the Bovec municipal budget for 2026 at its 7th extraordinary session held on 11 September 2026. The decree, signed by Mayor Valter Mlekuž, was published in Uradni list Republike Slovenije, issue 1424/2026 of 14 September 2026, under official reference 2026-01-2084.
The rebalance revises the budget decree for 2026, which had previously been amended in Uradni list RS issues 8/2026 (6 February), 114/2026 (24 March) and 634/2026 (15 May). It is adopted on the basis of Article 29 of the Local Self-Government Act, Article 29 of the Public Finance Act and the Statute of the Municipality of Bovec.
Key budget figures
The rebalanced budget sets total revenues at €13,546,974.06 and total expenditures at €15,249,519.60, producing a budget deficit of €1,702,545.54.

- Transfer revenues: €5,628,504.20, including €5,591,030.50 from other public-finance institutions and €37,473.70 from the state budget and EU funds

Financing and new borrowing
To cover the deficit, the municipality plans new borrowing of €1,390,000.00 in the financing account, offset by debt repayments of €734,826.80.
- Bridge credit from commercial banks: €500,000.00
- Long-term credit from commercial banks: €563,000.00
- Repayments of short-term domestic debt, long-term bank loans and long-term state debt: €734,826.80
- Net borrowing: €328,173.20
- Net financing: €1,757,545.54
The balance of funds on accounts at the end of the previous year stood at €1,431,200.43.
Entry into force
Under Article 2 of the decree, the rebalance enters into force on the day following its publication in Uradni list Republike Slovenije. The decree was issued under number 410-0004/2026-14 in Bovec on 11 September 2026.
For residents of Bovec, the rebalance directly shapes local public finances: investment expenditures of nearly €7.6 million confirm the municipality’s continued commitment to capital projects, while the €1.7 million deficit and €1.39 million in new borrowing signal a deliberate reliance on credit to finance them. The figures give citizens a clear picture of how their municipality plans to spend and borrow over the remainder of 2026.
