Bono previsional de 70.000 pesos: el Gobierno lo pagará en noviembre

The Executive Branch granted an Extraordinary Pension Bonus of up to 70,000 pesos for the November 2026 monthly payment, intended for retirees, beneficiaries of the Universal Pension for the Elderly (PUAM), and holders of non-contributory and grace pensions managed by ANSES. The decision was formalized through Decree 1296/2026 (DECTO-2026-1296-APN-PTE), published in the First Section of the Official Gazette of the Argentine Republic on October 29, 2026, under the Social Security section.

The regulatory framework

The decree, dated October 28, 2026, and processed under file EX-2026-98359437-ANSES-DGDPYN#ANSES, was issued using the powers granted by Article 99, subsection 1, of the National Constitution. The text invokes laws 24.241 (Integrated Retirement and Pension System), 26.425 (Argentine Integrated Pension System), 27.260 (which created the PUAM), and 27.609 (Retirement Mobility Index), as well as Decree 274/2024, which since July 2024 established the monthly update of benefits according to the variation of the National Consumer Price Index published by INDEC.

The Government justified the measure as “compensation for the adverse effects caused by the application of Law No. 27,609 on the pension benefits of elderly people with lower incomes.” In the recitals, it is noted that economic aid and extraordinary monthly bonuses were granted “from January 2024 up to and including October 2026.” With the same maximum amount of 70,000 pesos, Decree 824/2026 was issued for the September payment, and Decree 1108/2026 for October.

Who receives it

According to Article 2 of the decree, the bonus is settled per holder for:

  • Persons holding contributory pension benefits managed by ANSES granted under Law No. 24,241, previous general national regimes and their amendments, repealed special regimes, or former Provincial and Municipal Pension Funds or Institutes transferred to the Nation whose mobility is governed by Article 32 of Law No. 24,241.
  • Beneficiaries of the Decree No. 160/05 regime.
  • Beneficiaries of the Universal Pension for the Elderly, established by Article 13 of Law No. 27,260.
  • Beneficiaries of non-contributory pensions for old age, disability, mothers of seven or more children, other non-contributory pensions, and grace pensions whose payment is managed by ANSES.

How the amount is calculated

Article 3 provides that whoever receives, as the sum of all their current benefits, an amount less than or equal to the guaranteed minimum pension benefit of Article 125 of Law No. 24,241 shall collect the full bonus of 70,000 pesos. Article 4 establishes that whoever exceeds that minimum benefit will receive as a bonus the amount necessary to reach the cap resulting from adding the minimum benefit plus the maximum amount of the bonus.

Regarding conditions, Article 5 requires that the benefits be active in the same month in which the bonus is liquidated. Article 6 clarifies that, in pension benefits, the co-participants—regardless of their number—will be considered a single holder. Article 7 establishes the non-remunerative nature of the bonus, which does not allow for any deductions nor is it computable for any other concept.

Implementation and signatures

Article 8 empowers ANSES to issue clarifying and complementary regulations and to administer, grant, pay, control, supervise, and recover undue perceptions of the bonus. Article 9 entrusts the Chief of the Cabinet of Ministers with the necessary budgetary adjustments, and Article 10 establishes its entry into force on the day of its issuance. The decree bears the signatures of MILEI, Diego César Santilli, and Sandra Pettovello.

The scope of the benefit covers the holders of the entire contributory and non-contributory pension system administered by ANSES, that is, the universe of retirees and pensioners with lower incomes, including older adults who receive the PUAM. This is a direct disbursement from the Treasury which, due to its extraordinary and non-remunerative nature, is not incorporated into the pension nor is it subject to mobility increases, and it adds to the series of bonuses issued month by month since January 2024 to sustain the purchasing power of the benefits.
