Bolvir rejects water meter project and approves new version with reduced budget

The Bolvir City Council has published in the Official Gazette of the Province of Girona No. 157, of 17 August 2026, the revocation of the initial and final approvals of the project for the replacement of drinking water meters with a digital remote-reading system, and the approval of a new version of the technical document with a budget of €277,979 (VAT included). The resolution, adopted through Mayoral Decree 710/2026 of 31 July 2026, is registered under reference CVE BOP-2026_0_157_7246.

The agreement is part of file X2024000137 and resolves a processing procedure that had begun in May 2026 with the initial approval of version 3 of the technical document. After receiving final approval on 3 July, the council has chosen to void both resolutions and replace them with a new version that redefines the technical and economic conditions of the project.

Revocation of previous versions

Mayoral Decree 710/2026 voids Mayoral Decree 2026DECR000433, of 7 May 2026, which had initially approved version 3 of the project, and also Mayoral Decree 2026DECR000610, of 3 July 2026, which had declared its final approval. Both resolutions are annulled and the processing of version 3 is declared definitively concluded.

The decision implies that version 2 fully replaces versions 1 and 3 of the technical document and becomes the only document in force in the file. The aim is to correct the project conditions and adapt them to the council’s real financing possibilities.

New budget and economic conditions

The approved technical document, entitled “PROJECT V2 BOLVIR WATER METERS”, has been drafted by an industrial engineer and signed on 16 July 2026. The economic figures of the project are as follows:

• Contract execution budget: €229,734.89
• VAT (21%): €48,244.33
• Total: €277,979.22

The council notes that the approval of complete version 2 does not entail authorisation to immediately contract all the planned actions, but rather opens the door to phased execution depending on budget availability.

Phase 1: hard-to-access meters

The resolution establishes that the contracting to be promoted immediately will be limited exclusively to phase 1, which corresponds to hard-to-access meters. This restriction responds to reasons of availability and impact on the funding available for the project.

The remaining actions included in version 2 are deferred until future funding becomes available and the corresponding administrative processing is carried out. Furthermore, the resolution makes clear that it does not approve the tender specifications, does not authorise or allocate any expenditure, does not approve any award procedure and does not agree to open the tendering process. The contracting file corresponding to phase 1 will be the subject of a subsequent resolution.

Appeals and signing mayor

The resolution brings the administrative procedure to an end and may be appealed, optionally, by means of an appeal for reconsideration within one month from the publication of the BOP, or alternatively by means of an administrative contentious appeal before the Administrative Contentious Court of Girona within two months.

The decree has been signed electronically by the Mayor of Bolvir, Isidre Chia Trilles, on 31 July 2026, by delegation of the Municipal Plenary.

This decision has a direct impact on the residents of Bolvir, a municipality in the region of Cerdanya (Girona), as it affects the management of the municipal drinking water service. The modernisation of meters with a digital remote-reading system allows for more efficient consumption control and can facilitate the detection of network losses.
