The Biscay Labor Inspectorate has initiated a sanctioning procedure along with a contribution settlement
Por FactBox Admin

The Labor Inspectorate of Bizkaia has initiated a sanctioning procedure against the company Jose Flores-Tesalio Ramirez, S.C.P. after verifying infractions of the social order, and, simultaneously, has made a liquidation proposal for Social Security contributions. The decision was signed by Ana Belen Calvo Herrera, head of the Labor Inspectorate of Bizkaia, on June 18, 2026, and was published on October 1, 2026, in issue number 188 of the Official Gazette of the Basque Country, with official reference 2026/4075. Since personal notification could not be carried out, the method of public announcement was used, following the provisions of Article 44 of Law 39/2015.
The infractions were verified through a report, and along with it, a liquidation proposal for contributions was submitted to the company. These two actions go together in the usual activity of the Labor Inspectorate: on one hand, determining responsibility in the punitive area, and on the other, recovering the quotas owed to Social Security. Therefore, the file is not merely a sanction; it also involves the liquidation of the contribution debt. The announcement is part of a set of notifications promoted by the Department of Economy, Labor and Employment.
Data of the interested party
In the annex attached to the announcement, only one interested party appears, and their identification data are as follows:

- NIF: J56452741
- Report number: I482026000047105
- Territory and issuing unit: Bizkaia
These data have been published to enable the notification of the interested party, and the announcement itself has the value of a notification.
Where and within what period to present
If the company that must receive the notification wishes to know the full content of the file, it must present itself at the Labor Inspectorate of Bizkaia:
- Address: Plaza Sagrado Corazón, 5, 4th floor, 48011 Bilbao
- Hours: From 09:00 to 14:00, Monday to Friday
- Period: A maximum of 20 calendar days after the announcement is published
- Consequences: The notification takes effect from the day after the publication
Once the period has expired and the interested party has not responded, the procedure will continue according to the steps established by the administration.
Regular notifications of the Labor Inspectorate
The Labor Inspectorate of the Historical Territory of Bizkaia has published similar announcements in recent weeks, always regarding sanctioning procedures initiated for infractions of the social order:
- On September 10, 2026, in BOPV issue 173, the initiation was notified to the company Evolución Diurna, S.L., with report I482026000059128.
- On September 18, 2026, in BOPV issue 179, the Labor Inspectorate of Álava (headed by Sonia Holgado Arín) published a similar announcement.
- On September 11, 2026, the Labor Inspectorate of Gipuzkoa also published a notification corresponding to report I202026000041766.
All these announcements have the same structure: if personal notification cannot be made, they are published in the official gazette, and the interested party is given a period of 20 calendar days to review the file.
Impact and consequences
The initiation of a sanctioning procedure does not mean that the sanction is final; it is a process, and the company has the opportunity to present allegations. However, the contribution settlement proposal may have direct economic consequences, as it specifies the debt to Social Security. For the company, therefore, failure to meet the deadline would lead to the continuation of the procedure, which may result in the confirmation of the sanction and the claim for quotas.
