Biscay has regulated the payment procedure for professional diesel subsidies

Itxaso Berrojálbiz Zabala, the Provincial Deputy of the Department of Treasury and Finance of the Provincial Council of Bizkaia, signed Provincial Order 486/2026 on September 16, to regulate the procedure for managing and paying the extraordinary and temporary aid for professional diesel. The Order was published in the Official Gazette of Bizkaia on September 25, 2026, in issue number 184, section I, and entered into force the following day. The measures directly affect the owners of professional transport vehicles with a tax residence in Bizkaia.

The text is based on Article 22 of Royal Decree-Law 18/2026, of June 29, which contains the measures approved within the framework of the Comprehensive Plan to Respond to the Near East Crisis. This Plan was launched by Royal Decree-Law 7/2026, of March 20, to respond to the increase in energy costs caused by the Near East conflict that began on February 28.

The text recalls that tensions eased in June, after a memorandum of understanding was signed on June 17, and, nevertheless, it was deemed necessary to maintain certain temporary measures, to be progressively removed as markets stabilize. Thus, the aid has been maintained for the months of July, August, and September, with different amounts for each month.

Vehicle owners entitled to aid

The beneficiaries of the aid are the owners of the vehicles mentioned in paragraph 2 of Article 52 bis of Law 38/1992, of December 28, on Special Taxes, provided that the vehicles are registered in Spain and are entitled to the partial refund of Special Taxes on professional diesel.

• The procedure established by Provincial Order 297/2007, of January 26, applies to them.
• The Provincial Council of Bizkaia is the tax administration responsible for management for taxpayers with a tax residence in Bizkaia.

Management and payment

To manage and pay the aid, the procedure provided for in Article 52 bis of the Law on Special Taxes will be applied, and it will be processed together and simultaneously with the procedure for the partial refund of professional diesel.

• At the end of each calendar month, the administration will calculate the amount of the aid and, if applicable, decide on the payment.
• Payment will be made by bank transfer to the account indicated in the application for registration in the registry of beneficiaries of professional diesel refunds.
• The use of professional diesel cards will be the method for requesting the aid for payment at gas stations.

Obligations, limits, and refunds

When the diesel supply is made in installations for own consumption, the condition for receiving the aid is that the owner of the installation complies with the conditions established by Provincial Order 297/2007.

• Vehicles receiving this aid will not be eligible for the separate direct aid aimed at transport companies that do not benefit from the partial refund of professional diesel.
• If the social measures provided for in articles 62, 63, and 64 of Royal Decree-Law 7/2026 are not met, the aid must be returned.
• If payment is not made after six months have passed following the end of the calendar month, the application may be considered void; conversely, a resource for reconsideration and an economic-administrative claim may be filed, in accordance with the General Provincial Regulation 2/2005, of March 10.

Entry into force and other provisions

The Order entered into force the day following its publication in the Official Gazette of Bizkaia, that is, on September 26, 2026. The sole additional provision makes the effectiveness of the aid subject to compliance with the European Union’s state aid framework.

The final provisions include two extensions: the diesel aid for agricultural producers is extended until September 30, 2026, through the procedure regulated by Provincial Order 188/2026, of March 31; and the effects of Provincial Order 425/2026, of July 27, are extended to the aids in articles 22 and 25 of Royal Decree-Law 18/2026.

For the professional transport sector in Bizkaia, this order provides clarity on the method for collecting the aid: processing is carried out together with the partial refund procedure and payment is made monthly. This is one of the groups most affected by the increase in fuel prices, and the regulations ensure that the aid is not subject to a separate application.
