Betanzos approves 10,000 euros in digital vouchers to support small businesses
Por FactBox Admin

The Betanzos City Council has approved the call and the regulatory bases for the small business support campaign for 2026, a program that allocates 10,000 euros to digital discount vouchers for purchases in the municipality’s retail establishments. The decision was adopted through decree number 1770/2026, dated October 19, 2026, signed by Mayor María Barral Varela, and published in the Official Gazette of the Province of A Coruña (BOP) number 203, on Friday, October 23, 2026. The official texts are the call announcement and bases 2026/6817 and the extract 2026/6818, processed under file 2026/A002/000009 and identifier BDNS 936235 of the National Grants Database.
The program is justified, according to the published text, by the “worrying decline of the commercial fabric” derived from the closure of small establishments, the lack of generational replacement, the aging of the population, and competition from large stores and online sales. The City Council considers it a priority to halt this trend, stimulate sales, and reinforce local consumption as a primary necessity public service.
The processing is carried out under a non-competitive concurrence regime, under article 19.2 of Law 9/2007, of June 13, on grants in Galicia, following the order of applications until the credit is exhausted. The instruction corresponds to the Economic Promotion and Local Development Service and the resolution to the mayor. The City Council requested the Department of Employment, Trade and Emigration for a declaration of compatibility of the aid line with the regional framework, in application of article 30.1.4 of the Statute of Autonomy of Galicia.
Vouchers of up to 25 euros per person
Each beneficiary person has a single voucher, which can be used in one or several participating shops. The maximum value is 25 euros and is reduced according to the purchase amount, including VAT:
- 5 euros discount on purchases from 20 to 29.99 euros.
- 10 euros discount on purchases from 30 to 49.99 euros.
- 15 euros discount on purchases of 50 euros or more.
Natural persons over 18 years of age, regardless of where they reside, who shop in establishments within the municipality, may be beneficiaries. The application is made on the website www.bonosbetanzosecomercio.gal, providing first and last names, DNI or NIE, postal address, mobile phone, email, and nationality.
Adhesion of shops until October 26
Retail establishments that wish to participate must register on the same website before October 26, 2026, at 11:59 PM, a deadline that the mayor’s office may modify for organizational reasons. The requirements are to have at least one open establishment in Betanzos and to be registered in one of the IAE headings listed in Annex I of the bases:
- Group 65, retail trade of industrial products (textiles, clothing, hosiery, haberdashery, footwear, leather goods).
- Group 652, medicines, pharmaceutical products, drugstore, perfumery, and herbalists.
- Group 653, home and construction equipment (furniture, household appliances, hardware, materials, DIY).
- Groups 656, 657, and 659, second-hand goods, musical instruments, and other retail trade (books, jewelry, toys, flowers).
- Headings 972.1 and 972.2, hairdressers and beauty salons.
How to use the voucher and what is excluded
The vouchers are digital, in QR code format, and are used with a mobile payment application enabled by the collaborating financial entity. At the time of sale, the merchant enters the amount and the concept into the application, and the system applies the discount; the customer pays the remainder in cash or by card. The vouchers can be downloaded from November 2, 2026, at 10:00 AM until December 2, 2026, at 8:30 PM, or earlier if the budget is exhausted. Eligible sales are those made between November 2 and December 2, 2026.
The aid does not apply to online purchases or the acquisition of gift cards, vouchers, or similar coupons. In case of a return, the amount may be exchanged for another purchase of equal or higher price or for a voucher without an expiration date, but the merchant may not pay out cash or refund it to the card. Establishments must announce their participation on the exterior, reflect the discount on the receipt, and keep the invoices for four years.
The budget allocated in Article 3 of the bases and in the Spanish summary is 10,000 euros, charged to budget application 431/481.00; the Galician version of the summary states 100,000.00 euros, a figure that does not coincide with the articles of the bases.
The award resolution will be published in the BOP, in the National Grants Database, and on the municipal website, with the names of the beneficiaries and the amount granted. For general inquiries, the City Council has enabled the telephone number 981 770 011.
The campaign arrives with a tight schedule: merchants have only three days from the publication in the BOP to formalize their participation, while consumers must stay alert for the opening of the download on November 2. For the small establishments of Betanzos, the program represents a direct injection of demand at a time of inflation and loss of clientele, although limited to a budget of 10,000 euros that will be exhausted on a first-come, first-served basis.
