Besalú initially approves the emergency housing regulations for social emergencies
Por FactBox Admin

The Plenary of the Besalú City Council initially approved, in an ordinary session on September 29, 2026, the Regulations for emergency housing as temporary accommodation services for social emergencies. The agreement is published in the Official Gazette of the Province of Girona (BOP) no. 194, of October 8, 2026, edict 8517, with the official reference BOP-2026_0_194_8517, and opens a 30-day period for submitting claims and allegations. If none are presented, the initial approval will become final.
The text, processed under file no. X2026001572, regulates emergency housing as a temporary accommodation service intended to address social emergencies in the municipality. The publication in the BOP complies with article 63 of Decree 179/1995, of June 13, which approves the Regulations for works, activities, and services of local entities, requiring regulations initially approved by municipal plenaries to be submitted for public information.
The edict was electronically signed by the mayor Lluís Guinó i Subirós on September 30, 2026, the day after the plenary session. This measure is added to other municipal housing initiatives recently published in the same gazette, such as the regulation for the allocation of inclusion housing for economic and social emergencies in La Bisbal d’Empordà, definitively approved and published in BOP no. 193 of October 7, 2026 (BOP-2026_0_193_8472).
What the agreement establishes and whom it affects
- Deciding body: the Plenary of the Besalú City Council, in an ordinary session on September 29, 2026.
- Object: the Regulations for emergency housing as temporary accommodation services for social emergencies.
- Status: initial approval, pending the public information process.
- File: X2026001572.
Emergency housing is configured as a temporary accommodation resource to respond to social emergency situations, i.e., to provide immediate residential coverage to individuals and families in situations of vulnerability. The regulation establishes the municipal framework for this service and its organization within the scope of local housing policies.
30-day period and effects of allegations
- Public information period: 30 days from the publication of the announcement.
- Who can intervene: interested parties, who may submit claims and allegations.
- Effect if there are no allegations: the initial approval agreement becomes final.
- Legal basis of the process: article 63 of Decree 179/1995, of June 13.
The procedure is that provided for local regulations: once initially approved by the Plenary, the text is displayed so that any interested person can examine it and, if appropriate, challenge it before it becomes a final regulation.
Consultation of the text
The full text of the regulation can be consulted on the electronic headquarters of the Besalú City Council, in the open government and transparency section, within the area of regulations, plans and programs, in the space for reports and documents of current regulatory projects.
The publication opens the door for citizens to influence the final wording of a regulation that directly affects families in situations of vulnerability in Besalú. Once the process is completed, the regulation will provide the municipality with its own instrument to manage temporary social emergency housing.
