Bercy and the Interior Ministry freeze the assets of the Siratouna association for six months

The Minister of the Interior and the Minister of the Economy, Finance and Industrial, Energy and Digital Sovereignty ordered, by decree of September 17, 2026, the freezing of assets of the association Siratouna and its president, Morgan Stymans, for a period of six months. The decision, taken on the basis of articles L. 562-2 et seq. of the Monetary and Financial Code, is published in the JORF No. 0218 of September 18, 2026 under the reference NOR: ECOT2624218A.
An association from the Nord and its president targeted
The measure is not limited to the two named persons: it extends to all structures they control or which act on their behalf. Those concerned are:
- the association Siratouna, declared at the prefecture of the Nord (59) on March 18, 2021, under the RNA number W595038732;
- Morgan Stymans, its president, born on December 9, 1988, in Menin (Belgium);
- legal entities or any other entity themselves owned or controlled by the association and its president, or acting knowingly on their behalf or on their instructions.
Freezing of funds and prohibition of availability
The funds and economic resources belonging to, possessed, held, or controlled by these persons are subject to a freezing measure for a period of six months from the publication of the extract in the Official Journal of the French Republic.
The direct or indirect provision, as well as the use of funds or economic resources for the benefit of these persons and the entities they control, hold, or which act knowingly on their behalf, are prohibited for the same six-month period. The measure is therefore immediately enforceable against financial institutions, which must block the assets concerned and refrain from any operation involving them.
Two months to contest the decision
The decree specifies the means and deadlines for appeal, open within two months from its notification:
- an informal appeal addressed to the Minister of the Interior, Directorate of Public Liberties and Legal Affairs, place Beauvau, 75800 Paris Cedex 08, or to the Minister of the Economy, Finance and Industrial and Digital Sovereignty, 139, rue de Bercy, 75572 Paris Cedex 12, teledoc 233, liste-nationale@dgtresor.gouv.fr;
- a contentious appeal before the Administrative Court of Paris, 7, rue de Jouy, 75181 Paris Cedex 04.
An administrative police mechanism already mobilized
This decision is part of a series of decrees issued on the same basis and for the same duration of six months, published in the Official Journal in recent weeks, notably on August 12 and 22, as well as September 11 and 13, 2026. These texts most often target natural persons; the one from September 17, 2026, is notable in that it simultaneously targets a 1901 law association and its leader, with extension to controlled entities.
The practical scope is twofold: for banking and financial institutions, the obligation to detect and freeze assets linked to Siratouna and Morgan Stymans; for the local associative network of the Nord region, the need to verify the absence of any control link or action on behalf of the targeted persons before any provision of resources. As the freeze is temporary, its renewal or repeal will depend on a new ministerial decision published in the Official Journal.
