Sabino Arana 1. Execution Unit has initially approved the urbanization project

Berango City Council has initially approved the urbanization project for Sabino Arana 1. Execution Unit, and has conditioned the final approval on the submission of a corrected and consolidated project incorporating the corrections received in the technical reports. Mayor Itziar Aguinagalde Avedillo made the decision through Mayoral Decree number 2026-0930 on September 10, 2026, and the agreement was published in issue 180 of the Official Gazette of Bizkaia on September 21, 2026, in section II (official reference: BOB-2026a180-(II-4855)).

Urban Planning Decision and Procedure

According to the agreement, the project is initially approved, but final approval is not automatic: the promoter must present a corrected and consolidated document, resolving the nine issues listed in the technical report. The Council will put the project on public display for 20 days, and during this period, interested parties may examine the project and submit any allegations they deem appropriate.

Publication is carried out through several means:

• One of the high-circulation newspapers in the Historical Territory of Bizkaia.

Altimetry and Accessibility, Main Conditions

The technical report establishes conditions regarding altimetry and accessibility. Here are the main ones:

• Retaining walls of up to 3.00 meters planned towards the open space areas are not accepted; the altimetric solution must be redesigned, minimizing retaining walls and limiting each wall to the minimum height technically necessary.
• The connection stairs starting from Sabino Arana street must take the full width of the pedestrian connection, removing the “closed zone” and all waste spaces, corners, or margins.
• The connections must guarantee visibility, spatial permeability, and sufficient lighting throughout their path.
• The main accessible route from the public road to the green area will be established from Simón Otxandategi via the projected ramp; the stairs at Sabino Arana will be complementary.
• Ramps must guarantee a minimum clear width of 2.00 meters, a maximum longitudinal slope of 8%, a transverse slope of 1.5%, maximum intervals of 9.00 meters, and resting areas with a minimum depth of 2.00 meters.
• The accessible route must be extended into the Local Open Space System, guaranteeing access to the local paths, stay areas, and urban furniture.
• The CT is not accepted above ground; it must be underground and integrated into the urbanization.

Order to Update Documentation

The City Council also requests the coordination of plans: planting plans, profiles, sections, slopes, pavements, supports, ironwork, gardening, and drainage must be adjusted, eliminating contradictions between the report, plans, and budgets. Furthermore, the accessibility justification must be updated, explicitly incorporating Order TMA/851/2021 and Decree 68/2000, of April 11, and the fully accessible route must be graphically reflected and measured.

Finally, a correspondence plan between the urbanization project and the reparceling project must be added, homogenizing the areas, boundaries, and designations of public systems. Measurements and the budget must be updated according to the final solution, and the economic valuation of the Health and Safety Study must be justified.

Impact and next steps

The agreement was signed by the mayor in Berango on September 11, 2026. The decision directly affects nearby residents and urban planning agents, as it gives owners, promoters, and users of the area where the project is being developed the opportunity to submit allegations.

Final approval, therefore, is not a mere formality: whether the submitted documentation meets the nine conditions of the technical report will be the key in the coming months, and this will condition the project’s implementation deadlines and the accessibility conditions of the environment.
