Benicarló revalues the specific supplement for its municipal employees

The Plenary of the Benicarló City Council, in plenary session number 8/2026 held on June 25, 2026, unanimously approved the objective valuation of municipal job positions, which revalues the specific supplement for dozens of public employees. The agreement, which sets the value of the point at €27.11 and an annual cost of €138,159.29, is published in the Official Gazette of the Province of Castellón, number 103, dated August 27, 2026, with reference 03824-2026-U.

The decision resolves the objections of the municipal comptroller and provides continuity to a file processed with the assistance of a consulting firm, within the framework of the agreements reached in the General Negotiation Tables of January 17, 2024, and December 4, 2025. The process is based on the Objective Job Valuation Manual (VPT) and the tables prepared by the Job Valuation Committee, with a total negotiated amount of €395,000 provided by the Corporation.

The new point value

The value of the valuation point increases from €26.06 to €27.11, after applying the salary increases of 2.5% corresponding to 2025 and 1.5% for 2026. Based on this, the new amount of the specific supplement for each position is calculated, which will be paid retroactively from January 1, 2026, and monthly until December 31, 2028, in 14 monthly installments over three years.

Among the positions with the highest revaluation are:

  • Head Architect of Urban Services, Works and Services (A1, 1,003 points): €27,191.33 annually.
  • Chief Commissioner (A1, 926 points): €25,103.86.
  • Chief Technical Architect (A1, 908 points): €24,615.88.
  • General Administration Technician and Human Resources Technician (A1, 880 points): €23,856.80.
  • Social Services Coordinator (A2, 835 points): €22,636.85.

Implementation and transitional supplement

The modification of the Job Position List (RPT) will be applied as of January 1, 2029, considering the salary increases produced between 2026 and 2028. For positions where the monthly payment results in zero euros, the City Council will create a transitional personal supplement (CPT) in January 2029, and the specific supplement for currently vacant positions will be modified.

The agreement also updates the position table following the RPT modifications approved by the Plenary on April 25, 2024, and February 26, 2025, published in the BOP of Castellón number 33, dated March 18, 2025. The resolution will be notified to all affected employees, forwarded to the Personnel Board and the Comptroller and Treasury departments, and published on the municipal intranet.

Resources

Against the agreement, which exhausts administrative remedies, a contentious-administrative appeal may be filed before the Contentious-Administrative Section of the Court of First Instance based in Castellón de la Plana within two months, or, optionally, a motion for reconsideration before the same body within one month. The document is signed by the delegated councilor for the Human Resources area, Álvaro Luís París Sánchez, dated August 25, 2026.

The revaluation entails a significant budgetary and labor impact for the municipal staff of Benicarló, who will see their specific supplement increased retroactively and consolidated over three years, with an additional reinforcement via a transitional personal supplement for positions with no difference to be received.
