Basauri will donate 5,700 euros to associations helping the victims of the earthquakes in Venezuela

Basauri City Council has definitively approved the special regulations for granting direct subsidies to non-profit associations to provide emergency aid to people affected by the earthquakes that occurred in Venezuela on June 24, 2026. The decision was published in issue number 177 of the Boletín Oficial de Bizkaia on September 16, 2026, with the official reference BOB-2026a177-(II-4774). The maximum amount of the aid is 5,700 euros and will be granted through a resolution by the mayor.

Approval and validity of the City Council

The City Council initially approved the regulations during the ordinary meeting on July 29, 2026. After the public information period expired, and since no claims, allegations, or suggestions were presented, the provisional approval became definitive. Mayor Asier Iragorri Basaguren signed the decision in Basauri on September 4, 2026.

The regulations will enter into force fifteen days after their publication in the official gazette, following the mandate of Article 70 of Law 7/1985, of April 2. Regarding the legal procedure, Articles 22.2.c) and 28.3 of Law 38/2003, of November 17, and the General Subsidy Ordinance of Basauri City Council will apply; that ordinance was approved by the city council on May 30, 2024, and published in the same gazette on August 6, 2024.

Dimension of the emergency

The purpose of the aid is to provide emergency assistance to the affected population of Venezuela, caused by two large earthquakes that occurred in succession on June 24, 2026. The north-central region of the country was particularly hit, and the densely populated areas of Distrito Capital, Miranda, La Guaira, Carabobo, and Yaracuy were severely damaged.

• 1,450 people have died and more than 3,150 have been injured, but these numbers continue to rise as search and rescue operations proceed.
• Up to 6.76 million people may have been affected, including around 2 million in the city of Caracas.
• 1.8 million people are in a humanitarian crisis situation, including 680,000 boys and girls.

Who the aid is addressed to

A registered non-profit association, organization, or non-governmental organization may be a beneficiary if it promotes a project or activity within the purpose of the subsidy. The organization must be formed and registered in the registry of the Basque Autonomous Community.

Organizations in any of the situations described in Article 13 of Law 38/2003, of November 17, cannot be beneficiaries, nor can those who have lost the opportunity to obtain public subsidies or aid. Associations that discriminate on the basis of sex, race, or religion according to their statutes cannot receive aid, and they must comply with equality regulations.

Amount and payment

The grant will be awarded through a direct award, as it has a special nature and it is difficult to issue a public call. The maximum amount is 5,700 euros, and it will be financed by charging budget item 053.2317.48910.

A single payment will be made prior to justification, and no guarantee will be required. The project will have a maximum duration of 12 months and will begin within the current budget year. The grant is compatible with other grants and resources, but the total financing cannot exceed the cost of the project.

Justification and control

The beneficiaries must submit the justification account to the municipal registry within two months of the date originally planned for the completion of the project. The account must include, among others, a certification, an activity report, a balance of income and expenses, copies of grants from other organizations, and original invoices.

Advertising measures will carry the support of the Basauri City Council, and all advertising must be written in Basque or in both Basque and Spanish. If the grant is not properly justified or if there is excessive financing, the beneficiaries must return the amount received and the corresponding interest.

This decision by the Basauri City Council opens a way to channel local solidarity for the municipal associations, and places a public resource at their disposal to respond to the humanitarian emergency in Venezuela. Although the grant is for 5,700 euros, the rules clearly specify the conditions for the beneficiary, the duration of the project, and the obligation to justify, so that public money is used transparently.
