Barcelona announces 2026-2028 grants to replace combustion mopeds with electric ones

The Governing Commission of the Barcelona City Council has approved the call for grants for the 2026-2028 period to promote electric mobility and the replacement of combustion mopeds, within the framework of the Climate Plan 2030. The agreement, adopted on July 30, 2026, and amended on September 3, 2026, is published in the Official Gazette of the Province of Barcelona (BOPB) on September 10, 2026, with a maximum budget of 5,200,000 euros.

The call is governed by the regulatory bases definitively approved on February 19, 2026, and published in the BOPB on February 20, 2026, as well as by the General Subsidies Law 38/2003 and its Regulation (Royal Decree 887/2006). Applications may be submitted from September 15, 2026, until September 30, 2028, on a non-competitive basis.

Two aid modalities depending on the recipient

The call distinguishes two lines of subsidies based on the applicant:

• Modality 1 (individuals): natural persons of legal age registered in Barcelona, with €1,550,000 in 2027 and €1,950,000 in 2028.
• Modality 2 (legal entities): companies and entities with a registered office in Barcelona, with €750,000 in 2027 and €950,000 in 2028.

The maximum amount per beneficiary is €600 per moped, and in no case shall it exceed 50% of the acquisition price of the vehicle excluding VAT. The total amount may be increased by up to an additional €100,000 in accordance with Article 58 of Royal Decree 887/2006.

Technical requirements and vehicle conditions

Direct acquisitions of new electric mopeds made from March 1, 2026, to September 30, 2028, are eligible for subsidies, provided they meet the following technical specifications:

• Category L1eB, two wheels, with a continuous rated power between 1 kW and 4 kW.
• Maximum design speed between 25 and 45 km/h.
• Lithium battery with a minimum capacity of 1 kWh and a certified range (WLTP or WMTC) of at least 45 km.
• Minimum rim diameter of 10 inches.

As a condition for payment, the voluntary scrapping of a pre-existing combustion moped registered in Barcelona is required, with a certificate of definitive deregistration from an Authorized Vehicle Treatment Center (CAT). Second-hand vehicles and renting or leasing operations are not eligible for subsidies.

Processing, bodies, and de minimis regime

Applications should preferably be submitted through the City Council’s electronic office, although natural persons may do so in person at the registration offices. The instructing body is the Direcció de Serveis de Mobilitat of the Gerència d’Àrea d’Infraestructures, Mobilitat i Obres, and the resolution corresponds to the Regidor/a responsable de l’àmbit de Mobilitat, following a report from the Valuation Commission. Resolutions will be published in the BOPB on a bimonthly basis.

The grants are subject to the de minimis regime of Regulation (EU) 2023/2831, therefore the cumulative amount of de minimis aid for each beneficiary may not exceed €300,000 over three years. The call, signed by Secretary General Jordi Cases Pallarès in Barcelona on September 7, 2026, is framed within the objectives of decarbonizing the moped fleet, improving air quality, and reducing emissions and noise in the city.

For citizens and mobility companies, this line represents a direct opportunity to renew fleets and private vehicles with financial support of up to 600 euros, within a context of transition toward more sustainable urban mobility.
