Barcelona initially approves the expropriation of a property in Sant Andreu

The Municipal Institute of Urbanism of Barcelona has initially approved the list of assets and rights affected by the expropriation of the property located at Doctor Balari i Jovany Street, number 14, in the neighborhood and district of Sant Andreu. The resolution, issued on October 2, 2026, by the First Deputy Mayor, is published in the Official Gazette of the Province of Barcelona on October 16, 2026 (CVE 202610153668) and opens a twenty-day public information period. The property, owned by MIKTER CATALUNYA, SL, is urbanistically classified as a newly created facility of a local nature.

The file, with reference 26G360, is processed by the Expropriations Department of the Urban Management Services Directorate of the Municipal Institute of Urbanism. The decision is framed within Article 17 of the Compulsory Expropriation Law and is issued using the powers conferred by Article 13.2 of Law 22/1998, of December 30, of the Municipal Charter of Barcelona, and Article 22.23 of the Organic Regulation of the Barcelona City Council, by express delegation according to the Mayoral decree of June 17, 2023.

The property is classified as newly created facilities of a local nature (7b) by virtue of AA-01 of the MPGM in the area of the old nucleus of the Sant Andreu neighborhood (historic center), definitively approved on April 12, 2013, and published in the DOGC on May 28, 2013.

Twenty-day public information

The resolution submits the list to public information for twenty days, in accordance with Article 18 and following of the Expropriation Law, through the insertion of announcements in the Official Gazette of the Province, newspaper, and notice board, and individual notification to those affected. The sole purpose of the procedure is to formulate any allegations deemed relevant to correct possible errors in the approved list.

The file will remain open to the public at the offices of the Municipal Institute of Urbanism, at Bolívia Street 250, from Monday to Friday from 10 a.m. to 2 p.m. To be attended to personally, a visit must be arranged in advance by calling 93-291-46-00. It can also be consulted via electronic means in the public exhibition space of the Barcelona City Council.

Initial approval does not close the process: it opens the way for allegations and, if errors or omissions are not corrected, leads to the next phase of the expropriation procedure. Persons who consider themselves affected must attach the documents that justify their allegations.

For the neighborhood of Sant Andreu, the news confirms that the Barcelona City Council is activating the expropriation route to make effective the equipment qualification of the plot on Doctor Balari and Jovany streets, an operation that directly affects the owner and remains open for consultation and allegations for twenty days.
