Barbastro nombra funcionarias de carrera a tres administrativas del subgrupo C1

The Barbastro City Council has appointed three candidates from the Administrative body, General Administration Scale, Group C, Subgroup C1, as career civil servants, after declaring the selection process valid. The decision was adopted through Resolution number 3031, of October 2, 2026, issued by the Delegate Councilor for Finance, Internal Regime, and Tourism, Blanca Galindo Sanz, and published in the Official Gazette of the Province of Huesca number 191, of Tuesday, October 6, 2026, in the Local Administration section, with official reference BOPH-2026-191003.

The decree and its administrative scope

The announcement, processed under file 1730816M and with NIF P2206100F corresponding to the council, contains the decree resolving the Human Resources and Selection Processes file. The first point of the agreement declares the selection process referenced in the heading of the resolution as valid, an essential and prior step to formalizing the appointments.

Subsequently, and based on the proposal issued by the qualifying tribunal, the decree proceeds to the appointment as career civil servant personnel of the Barbastro City Council in the category of Administrative, belonging to the General Administration Scale, Group C, Subgroup C1.

The three candidates and their assignments

The appointed individuals, all of whom are women, are as follows:

  • Ms. Silvia Bruis Casanova, with DNI partially hidden in the official publication.
  • Ms. Marina Inmaculada Pelayo Gutiérrez, with DNI partially hidden in the official publication.
  • Ms. Esther Belsué Millán, with DNI partially hidden in the official publication.

The positions assigned to the candidates, according to the position selection minutes, are fixed as follows:

  • Bruis Casanova, Silvia: position 10.3.
  • Pelayo Gutiérrez, Marina: position 6.3.
  • Belsué Millán, Esther: position 6.39.

Cost of appointment and pending procedures

The decree also authorizes and allocates the expenditure resulting from the previous points, for a total amount of 25,301.83 euros, corresponding to the 2026 fiscal year and calculated over three months. The economic breakdown is as follows:

  • Salaries and wages: 20,009.36 euros.
  • Social Security borne by the City Council: 5,292.47 euros.
  • Total annual expenditure: 25,301.83 euros.

Acquiring the status of career civil servants in the referred scale will require, according to the fifth point of the agreement, the act of swearing allegiance to the Constitution and the pertinent assumption of office. The decree further orders the notification of its content to the interested parties and the Personnel Unit, and its publication in the Official Gazette of the Province of Huesca.

Appeal process

Against the resolution, which exhausts administrative remedies, an optional appeal for reversal (recurso de reposición) may be filed within one month before the same body that issued the act, or alternatively, a contentious-administrative appeal may be filed before the Contentious-Administrative Section of the Court of First Instance located in the provincial capital, within two months, in accordance with Law 29/1998, of July 13, regulating Contentious-Administrative Jurisdiction. If the appeal for reversal is chosen, the contentious-administrative appeal may not be filed until the former is expressly resolved or dismissed by administrative silence.

The appointment consolidates three structural positions within the municipal staff of Barbastro and provides legal stability to the three candidates, who move from an expectation derived from the selection process to the full status of career civil servants. The impact is twofold: it reinforces the city council’s administrative staff in subgroup C1 and closes a selection file that is now subject to the challenge periods provided by law.
