Barbastro declares void the competition for three Administrative positions.

The Barbastro City Council has declared void the selection process for the provision of three Administrative posts called under the internal mobility system, as no applicants came forward during the application period. The decision is set out in a decree signed on 10 August 2026 by the delegated councilor for Finance, Internal Affairs and Tourism, Blanca Galindo Sanz, and is published in Official Bulletin of the Province of Huesca number 152, of 12 August 2026, with official reference BOPH-2026-152006.

The call had been approved by Decree 2052, of 8 July 2026, of the same delegated councilor, and previously announced in the BOP of Huesca number 130. The procedure, processed under file number 1844822D of the city council (NIF P2206100F), provided for the filling of three Administrative posts through a merit-based competition among civil servants interested in internal mobility.

A call without applicants

Once the application submission period had ended, the city council confirmed that no applications had been registered to participate in the process. Given the complete absence of candidates, the resolution agrees to declare void the procedure approved by Decree 2052, since the merit assessment provided for in the bases becomes unfeasible.

The signature is exercised by virtue of the delegation conferred by the Mayor’s Office-Presidency to Blanca Galindo Sanz in matters of Finance, Internal Affairs and Tourism through Decree 2023-1563, of 26 July 2023.

Publication and next steps

In addition to its inclusion in the Official Bulletin of the Province of Huesca, the resolution must be published on the notice board of the electronic office and on the website of the Barbastro City Council, so that interested parties may learn the outcome of the process.

The declaration of the selection process as deserted temporarily leaves the three Administrative posts unfilled, which will force the city council to decide whether to relaunch the call for applications, modify the terms, or resort to another recruitment system, such as the employment offer by competitive examination or internal promotion.

The episode highlights the difficulties faced by small and medium-sized municipalities in providing qualified staff for their administrative structures, a growing problem in Aragonese and Spanish local government that can affect the provision of services and the processing of files. For the residents of Barbastro, the lack of candidates delays the coverage of key positions in the day-to-day running of the city council, in a context of ageing workforces and competition between administrations for public talent.
