Barbastro approves the urbanization of Area 52C of Avenida Pirineos

The Plenary of the Barbastro City Council, in an ordinary session held on July 28, 2026, definitively approved the Consolidated Text of the statutes and operational bases of the Compensation Board of Area 52C, located on Avenida Pirineos, which will be executed through the compensation system. The agreement, adopted upon the proposal of the Urban Planning and Environment Commission on July 20, 2026, is published in the Official Gazette of the Province of Huesca number 168, dated September 3, 2026, with reference BOPH-2026-168008.

The indirect management urban planning initiative by compensation was submitted on February 17, 2026 (Entry Registry No. 3093/2026) by all owners of the area, and the consolidated text was provided on June 9, 2026 (Entry Registry No. 8818/2026) by Miguel Ángel Brualla Palacín, representative of the promoting owners. The agreement incorporates the rectification of the requirements from the initial approval, including the deeds of incorporation of the commercial companies, the land registry notes (notas simples) of the properties, and the modified text of the statutes and bases.

Legal framework and issuing body

The approval is based on Article 154 of the Consolidated Text of the Urban Planning Law of Aragon, approved by Legislative Decree 1/2014, of July 8, which grants the Plenary the authority for the definitive approval of the statutes and operational bases of the compensation boards. The agreement was signed by the mayor-president, Fernando Torres Chavarria, and designates the delegated councilor for Urban Planning and Environment, Lorenzo Borruel Gámiz, as the representative of the acting Administration on the Board’s governing body.

The consolidated text incorporates corrections regarding the initial approval:

• Statutes: Article 6 (territorial scope) and Article 46 (applicable law), incorporating Article 6.2 of Decree 210/2018.
• Bases: 25th base (supplementary law), 2nd base (current law), and 12th base (contracting), applying Article 33 of Decree 210/2018.

The scope of Area 52C

Area 52C is located northwest of Barbastro, one kilometer from the urban center via the N-123 road from Barbastro to France, with access from Avenida Pirineos at the height of Area 62 “Cerámica Industrial”. It borders Area 52B to the west and non-developable land to the north and east. Its main data are:

• Gross area: 22,883.17 m², including 3,154.33 m² of land between the building line and the General Road System (A-138 road).
• Net area: 19,728.84 m².
• Additional urbanization: a strip of approximately 3 meters along Avenida Pirineos, 618.23 m².
• Roundabout: assumption of 38.037% of the execution cost of the 408.90 m² roundabout provided for in the planning.
• Affected properties: Avenida Pirineos 77, 79, 79A, 81, 81A, 83, and 85, and Polygon 7, plots 10 and 125.

The Compensation Board, administrative in nature and with its own legal personality, shall be domiciled at calle Sanjuanistas, 2, local, Monzón, and shall act under the tutelage of the Barbastro City Council as the acting Administration.

Functions and constitution

Its objectives include grouping owners for common management under a compensation regime, drafting the reparceling and urbanization projects, carrying out the mandatory transfer of land to the City Council, requesting compulsory expropriation or the enforcement procedure against defaulting members, and allocating the resulting plots. The promoters and adherents must constitute the entity by public deed within three months from the final approval, and non-promoter owners may join during the public information period.

Relevance for Barbastro

The final approval unlocks a key urban development at the northwest entrance of the city, which directly affects owners, investors, and municipal planning. With the constitution of the Compensation Board, the execution phase of Area 52C begins, which includes the urbanization of the Avenida Pirineos bypass and the planned roundabout, a decisive step for the organization of one of the entry axes to Barbastro.
