Baralla approves the new ordinance on prices for cultural and sports services

Baralla aproba a nova ordenanza de prezos dos servizos culturais e deportivos

The Baralla City Council definitively approved, by agreement of the Plenary on July 30, 2026, the modification of the Ordinance regulating the public price for the provision of cultural, sports, and leisure services. The regulation was published in the Official Gazette of the Province of Lugo on Tuesday, September 15, 2026 (no. 211), reference R. 2427, and will begin to be applied once the period provided for in article 65.2 of Law 7/1985 has elapsed.

The publication is made for the purposes of article 70.2 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime, and article 45 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations. The ordinance, signed by the mayor, Miguel González Piñeiro, on August 2, 2026, remains in force as long as its express repeal or modification is not agreed upon.

Basis and taxable event

The regulation, which is governed as a fiscal ordinance, establishes the public price based on articles 105 and 106 of Law 7/1985 and articles 41 to 47 and 127 of the Revised Text of the Law Regulating Local Treasuries (Legislative Royal Decree 2/2004, of March 5). The taxable event consists of the provision, at the request of a party, of cultural, sports, and leisure services under municipal competence, understood as such the activities, courses, excursions, and other analogous services requested by the population for their benefit.

Persons who participate in and benefit from the listed services are obliged to pay, and the obligation arises from the moment the provision of the service begins.

Rates and exemptions

The tax quota is determined based on the activity offered, with the following monthly rates:

  • Physical-sports activities: 10 €/month.
  • General health services: 5 €/month.
  • Excursions to the beaches: 6 €/month.

Long-term unemployed persons (more than 6 months) are exempt from paying the quotas, a social measure that seeks to guarantee access to municipal services for people in a situation of prolonged unemployment.

Collection management

The amount of the public price will be requested quarterly, by charge to the bank account indicated in the registration application. Enrollment or registration shall be formalized in the standardized documents enabled for this purpose, submitted to the City Council as provided for in article 16 of Law 39/2015. In the case of health services, the bank proof of payment must accompany the application.

Once the enrollment or registration has been formalized, the paid price will not be refunded, unless the enrolled person, for a justified reason, cannot carry out the course or activity.

Impact for residents

The new ordinance establishes a clear and predictable tariff framework for the users of Baralla’s municipal services, who now know in advance the monthly cost of physical-sports activities, sanitary services, and beach excursions. The exemption for long-term unemployed persons reinforces the social character of the regulation, while quarterly collection via direct debit simplifies management for both the City Council and the taxpayers.
