Land Bank opens consultation on agricultural succession grants

The Regional Ministry of Rural Environment and Agricultural Policy of the Principality of Asturias has opened for public consultation the first modification of the regulatory bases for the Cooperation Aid for the Succession of Agricultural Holdings. The decision is signed by the Management of the Regional Commission of the Land Bank through the Resolution of September 11, 2026, published in the Official Gazette of the Principality of Asturias (BOPA) no. 180, of September 17, 2026 (Code 2026-07555). The process will remain open for twenty business days starting from the day following the publication of the announcement.
The regulation intended for revision is the Resolution of November 21, 2024, of the Regional Ministry of Rural Environment and Agricultural Policy, which approves the regulatory bases for this aid (BOPA no. 235, of 3-XII-2024). The procedure to draft the modifying order was initiated by Resolution of the Regional Minister of Rural Environment and Territorial Cohesion of August 6, 2026, and is processed under Law 39/2015, of October 1, on the Common Administrative Procedure, and article 33.2 of the Law of the Principality of Asturias 2/1995, of March 13.
Twenty business days and where to consult the text
The first resolution sets a period of twenty (20) business days to submit allegations to the proposed order. The documentation is available at:
- The offices of the Regional Commission of the Land Bank, in the Buenavista Building (1st floor, right sector, Eduardo Herrera “Herrerita” street, s/n, 33006 Oviedo).
- The Citizen Service Office, in the Multiple Services Administrative Building of Oviedo.
- The portal www.asturiasparticipa.es, of the Administration of the Principality of Asturias.
Allegations must be addressed to the Hon. Regional Minister of Rural Environment and Agricultural Policy and submitted to the Central Office of registration assistance (Multiple Services Administrative Building, Antonio Suárez Gutiérrez st, 2) or through any of the means provided for in article 16.4 of Law 39/2015.
Aid framed within the CAP Strategic Plan 2023-2027
The aid is framed within Rural Development intervention 7169 of the Strategic Plan of the Common Agricultural Policy of Spain, approved by Commission Implementing Decision of August 31, 2022, for the 2023-2027 programming period.
The 2026 call for applications was approved by Resolution of December 30, 2025, of the Regional Ministry of Rural Environment and Agricultural Policy (BOPA extract of 01/08/2026; BDNS 879098). Eight applications were registered, none of which were late, and there were no waivers or withdrawals; all met the requirements of the fourteenth regulatory basis. The grant was formalized by Resolution of August 6, 2026 (BOPA no. 159, of 08-18-2026, Code 2026-06729), with a total expenditure of 343,734.30 euros divided into five equal annual installments of 68,746.86 euros between 2026 and 2030, charged to budget item 19.05.443B.773068 “Cooperation for the succession of agricultural holdings.” The funds are co-financed by the EAFRD (60%), the Principality of Asturias (28%), and the Ministry of Agriculture, Fisheries and Food (12%).
The eight beneficiaries of the 2026 call
- María Belén Testón Testón: 25,168.20 euros.
- Javier Méndez Díaz: 56,192.35 euros.
- Belarmino Álvarez Manzano: 45,628.60 euros.
- María Argentina Llera del Valle: 65,000.00 euros.
- Manuel Hidalgo Arbás: 41,527.85 euros.
- María Benigna Baltar Álvarez: 53,633.55 euros.
- Senén Gutiérrez Martínez: 36,574.10 euros.
- José Luis Agudín Fernández: 20,009.65 euros.
The aid is incompatible with other grants awarded for the same purpose, and beneficiaries must justify compliance with the requirements within a maximum period of four months from the notification of the granting resolution.
The modification of these bases directly affects the generational renewal in the Asturian countryside, one of the declared objectives of intervention 7169 of the RDP. The public information period allows agricultural organizations, city councils, and individuals to submit allegations before the order is definitively approved, therefore the final text may vary from the proposal currently presented.
