Baena publishes four admitted candidates for the interim IT competition

Por FactBox Admin

Baena publica cuatro admitidos al concurso de informático interino

The Baena City Council has approved the provisional list of admitted and excluded applicants for the selection process, via a merit-based competition, for the appointment of a Computer Technical Engineer (A2) as an interim civil servant for the temporary substitution of the permanent holder, as well as for the creation of a job bank. The resolution is published in the Official Gazette of the Province of Córdoba number 211, dated October 30, 2026, in the Local Administration section, with the official reference BOP-A-2026-3642. The decree bears the signature of the mayor-president, María Jesús Serrano Jiménez, and is dated in Baena on October 26, 2026.

Background: a substitution due to temporary disability

The call originates from Mayoral Decree number 2026/00003559, dated September 29, 2026, which approved the regulatory bases and the call for the process, published in the Official Gazette of the Province of Córdoba number 193, dated October 6, 2026 (BOP-A-2026-3331).

The origin of the vacancy is the absence of its holder: the person occupying position number 18 of the Job Position List is in a situation of temporary disability, which forced the Council to cover the service on a temporary basis. The City Council further justified that there was no specific job bank to meet temporary needs in that category.

Characteristics of the announced position:

  • Group and subgroup: A2.
  • Scale: Special Administration, Medium Technical sub-scale.
  • Destination supplement: level 22.
  • Selection system: merit-based competition, with a maximum of 10 points.
  • Remuneration linked to the performance of functions in computer maintenance, networks, communications, electronic administration, information security, and support for municipal services.

Four admitted applicants and no provisional exclusions

The annex of the decree contains a single list of admitted persons, consisting of four candidates, while the section for excluded persons appears without names. Those provisionally admitted are:

  • Manuel Aranda Extremera (DNI 30****93F).
  • José Antonio Arrabal Aguilar (DNI 80****73B).
  • Julián Centeno Cantos (DNI 30****34W).
  • José Luis Roldán Ceballos (DNI 34****08K).

The decree grants provisionally excluded applicants a period of three business days, counted from the day following the publication of the resolution, to correct the defects that led to their exclusion and to submit any allegations they deem appropriate. Those who do not correct these within the deadline will be definitively excluded from the selection process.

Job bank and next steps

The process does not only cover temporary substitution: it also constitutes an Employment Pool for Technical Computer Engineers (A2), composed of those who participate and meet the requirements, ordered from highest to lowest score. This pool may be used for future appointments of interim staff in the same category, without membership generating a right to appointment or to the status of a career civil servant.

The applicable scale divides the scoring into three blocks:

  • Professional experience: up to 5 points (0.10 points per month in A2 positions of Local Administration and 0.20 points per month in A1 positions).
  • Training and professional development courses: up to 3 points, at a rate of 0.01 points per teaching hour.
  • Other merits: up to 2 points, with 0.25 for another university degree, 0.5 for a master’s, and 1 point for a doctorate related to the position.

The appointment, if it occurs, shall have as its exclusive cause the transitory substitution of the permanent civil servant and shall be terminated when the latter returns. The resolution also orders the publication of the decree and its annex on the electronic office of the Baena City Council.

The correction period is the last opportunity for any applicant initially excluded to rejoin the process; excluding the weekend following publication, the three business days would expire on Wednesday, November 4, 2026, after which the Mayor’s Office will approve the final list, designate the Qualifying Tribunal, and set the place, date, and time in which it will resolve the competition, upon which the immediate coverage of the municipal IT service will depend.
