Baena definitively approves the municipal urban bus regulations

The Baena City Council has definitively approved the Regulations for the Public Passenger Transport Service by Urban Bus in the Municipal District of Baena, which governs bus mobility within the urban center and its peripheral nuclei. The regulation is published in the Official Gazette of the Province of Córdoba number 160, dated August 19, 2026, pages 12476 to 12483, with reference BOP-A-2026-2831.

The text was initially approved by the municipal Plenary in an ordinary session held on May 25, 2026 and, following the thirty-day hearing and public information process, no objections were registered, and therefore it was definitively approved. The announcement was published in the BOP of Córdoba number 108, dated June 8, 2026, and on the Notice Board and municipal website (edict 2026/155), with public exhibition between June 9 and July 21, 2026. The document is signed by the mayor-president, María Jesús Serrano Jiménez, on August 7, 2026.

Scope and service lines

The regulation governs the provision of the regular public passenger transport service by bus within the urban center of Baena, the hamlet of Albendín, the Zambullo urbanization, and the “Los Llanos” Industrial Estate, as well as the relations between the users and the City Council and their duties and rights. The Baena City Council acts as the service holder, with regulatory, planning, inspection, and sanctioning powers.

The network is structured into three lines, without prejudice to others that may be determined in the procurement file:

• L1: Baena Urban Center.
• L2: Baena – Albendín.
• L3: Baena – Los Llanos – Zambullo.

Any modification of itineraries, routes, or stops must be disseminated in advance on the municipal website, inside the buses, at stops and shelters, and in information brochures, with radio and press campaigns when the change is significant.

Management, price, and user rights

The service is provided indirectly through a service contract regulated by Law 9/2017, of November 8, on Public Sector Contracts (LCSP), and its price is set according to the Fiscal Ordinance approved by the Plenary. The personnel belong to the concessionaire company and do not acquire the status of municipal civil servants.

The regulation details the powers, obligations, and prohibitions of drivers and users, among which the following stand out:

• Prevent access to persons in a state of intoxication or under the influence of drugs, or when the vehicle is full.
• Do not allow loads exceeding 30 kg nor the transport of animals or packages that may inconvenience passengers.
• Prohibit smoking, spitting, throwing objects, or damaging the seats inside the buses.
• Reserve priority seats for people with disabilities, the elderly, and pregnant women.

Provision, vehicles, and claims

The service is provided on a permanent basis from Monday to Saturday, except on holidays, without interruption unless due to force majeure. Vehicles must pass the corresponding technical inspections, display the prohibition of smoking, and have a complaints form with a contact telephone number and website. Lost objects will be delivered to the Local Police after three days without a claim, and suggestions or complaints may be submitted to the Document Entry Registry of the City Council. Regarding infractions and sanctions, the Law 2/2003 on the Regulation of Urban and Metropolitan Passenger Transport in Andalusia applies directly.

The final approval of these regulations provides a stable legal framework for a service essential to the daily mobility of the residents of Baena and its peripheral nuclei, guaranteeing the continuity of transport, the safety of passengers, and a clear channel for claims. With three lines connecting the urban center with Albendín, Zambullo, and Los Llanos, the regulation consolidates the structure of the municipality and reinforces the role of the City Council as the owner and guarantor of the service.
