Aznalcóllar opens grants of 250 euros for the birth or adoption of children

The Aznalcóllar City Council has approved the Financial Aid Program for the birth or adoption of children during the year 2026, which provides a one-time payment of 250 euros per child and 500 euros for the first child born or adopted during the fiscal year. The resolution, signed by the mayor-president Juan José Fernández Garrido, is published in the Official Gazette of the Province of Seville (BOP) No. 182, dated September 18, 2026, with the official reference BOP-SE-2026-182017.

Regulatory Framework and Purpose

The call for applications is approved by Mayoral Resolution No. 503/2024, of November 19, 2024, and is processed as file 2026/OSE_01/000020, under the procedure for the direct granting of subsidies specifically provided for in the budget. The agreement is adopted under Article 21.1.f) of Law 7/1985, of April 2, Regulating the Bases of the Local Regime.

According to the guidelines, the initiative arises to fight against the depopulation of the municipality, stabilize the population, and prevent the loss of inhabitants by incentivizing birth rates. The text invokes Article 39 of the Spanish Constitution, which mandates public authorities to ensure the social, economic, and legal protection of the family, and recalls that the program was already implemented with “great reception” during 2024. The City Council justifies the measure based on the “significant population aging data” facing the town.

Amounts and Beneficiaries

• 250 euros for each child born or adopted during 2026.
• 500 euros for the beneficiary of the first child born or adopted in 2026, as a unique and exceptional aid.
• In the case of birth, the beneficiary is the mother; if she passes away without having requested the aid, it will be the other parent.
• In adoptions by persons of different sexes, the beneficiary is the woman; in same-sex couples, the person determined by both by mutual agreement; in individual adoptions, the adopting person themselves.
• In adoptions, the adopted child may not be older than six years, and the adopter will not be a beneficiary if the parental authority of one of the biological parents still exists.

Requirements, Deadline, and Documentation

It will be a necessary requirement that the beneficiary has been registered (empadronada) in Aznalcóllar since at least July 1, 2024. The application may be submitted following the registration of the descendant in the Civil Registry, with the deadline set for February 28, 2026; subsequent requests will be archived without further processing.

Along with the general application (Annex I), the following must be provided:

• Copy of the DNI or equivalent, or residence card for non-European Union citizens.
• Certificate of census registration (empadronamiento) of the applicant.
• Literal birth certificate of the descendant.
• Copy of the Family Book (Libro de Familia).
• Certificate of ownership of the bank account designated to receive the aid.

The application shall be registered at the City Council’s electronic office or in person at the General Registry, or by any of the means specified in article 16.4 of Law 39/2015, of October 1.

Processing, payment, and appeals

The maximum period for resolution and notification shall be one month from the submission of the application; if this period expires without written communication, the application may be understood as rejected. Payment will be made via bank transfer to the indicated account once the aid has been accepted.

The guidelines enter into force on the day of their publication in the BOP, and the resolution act exhausts the administrative route. An optional appeal for reversal (recurso de reposición) may be filed before the mayor-president within one month, or a contentious-administrative appeal may be filed within two months before the corresponding Contentious-Administrative Court.

The call for applications reaches families in a municipality facing aging and population loss, providing a direct economic incentive and simple processing for those who have a child or adopt during 2026. The requirement of prior census registration links the aid to effective residence in the town, so that the program acts as a population retention instrument in addition to supporting family expenses.
