Martos City Council expands IT coverage and creates retirement award

The Martos City Council (Jaén) has taken a firm step in modernizing its working conditions through the publication, on August 18, 2026, of two fundamental agreements in the Official Gazette of the Province of Jaén (No. 159). These modifications, approved by the municipal Plenary on July 30, affect both civil servants and labor personnel, adapting the local regulatory framework to the requirements of the new Andalusian legislation.

The agreements are included in documents 2026/3792 and 2026/3795 of the aforementioned gazette, which detail the improvements in the social and economic protection of public employees. With this measure, Martos becomes one of the first municipalities in Jaén to fully implement the guidelines of Law 5/2023, of June 7, on the Public Service of Andalusia.

Strengthening protection for temporary disability

The first of the modifications, included in document 2026/3792 (p. 12787), represents a comprehensive update of article 33 of the Economic and Social Agreement. This measure guarantees that personnel in a situation of Temporary Disability (TD) receive 100% of their overall remuneration from the first day of medical leave, regardless of the origin of the contingency.

The new coverages introduced for recently recognized occupational health situations are particularly noteworthy:

  • Secondary incapacitating menstruation: Protection for workers with conditions such as endometriosis.
  • Pregnancy termination: Coverage of the recovery period after a voluntary or involuntary abortion.
  • Gestation from week 39: Optional leave that brings forward rest before childbirth.

The agreement establishes that this salary supplement will extend for the duration of the TD process, with a maximum limit of 545 days (initial period of 365 days plus a 180-day extension). Workers’ paychecks will expressly include base salary, seniority increments, destination and specific allowances, productivity, and full extra payments.

New retirement bonus of 1,000 euros

The second agreement, published under reference 2026/3795 (p. 12792), regulates the creation of a retirement bonus in the amount of 1,000 euros for public employees of the municipality. This measure seeks to recognize the professional career of those who retire, reconfiguring an old assistance-type benefit as a payment of a remunerative nature.

To make this bonus effective, interested parties must request it at least three months in advance of their retirement date. Payment will be made in a single installment in the last paycheck corresponding to the employee. This regulation aligns with the doctrine of the Supreme Court and article 70 of Law 5/2023 on Andalusian Public Service.

Entry into force and political approval

The modifications relating to the retirement bonus will have a deferred entry into force, being fully applicable from 1 January 2027. As for political approval, the agreements received the support of the absolute majority of the Plenary, with 17 votes in favour out of the 21 members entitled present.

The vote reflected an alignment between the main political groups, with 11 votes from the PSOE and 6 from the PP in favour, while the Vox group abstained. The secretary of the Plenary certified the legality of the procedure, which included favourable reports from the General Secretariat and the Municipal Audit Office.
