Mérida City Council announces two permanent positions in Human Resources

The Mérida City Council has called two selection processes to definitively fill, as career civil servants, one position for Administrative Officer and another for Middle Technician of General Administration, both assigned to the Human Resources Service of the city council. The rules are published in the Official Gazette of the Province of Badajoz No. 156, of August 17, 2026, in the Local Administration section, under announcements BOP-BAD-2026-3229 and BOP-BAD-2026-3230.

The calls fit within the regulatory framework that requires local administrations to stabilize temporarily filled positions. Law 21/2021, of December 28, on urgent measures to reduce temporary employment in the public sector, and Royal Decree-Law 6/2023, of December 19, establish non-extendable deadlines for calling selection processes that definitively fill vacancies occupied by interim staff. Both positions are part of public employment offers previously approved by the Local Government Board.

Profile and requirements for each position

The Administrative Officer position corresponds to post 0103C105, in Group C, subgroup C1, included in the 2024 public employment offer, approved on August 1, 2024. Participation requires:

• Spanish nationality (or that provided for in Article 57 of Royal Legislative Decree 5/2015).
• Bachillerato qualification, Higher-Level Vocational Training or equivalent.
• Be at least 16 years old and not exceed the maximum compulsory retirement age.
• Not have been disciplinarily separated from any public administration.

The Middle Technician position corresponds to post 1601A213, in Group A, subgroup A2, included in the 2022 public employment offer, approved on June 17, 2022. The qualification requirement is higher:

• University Diploma or equivalent.
• The other requirements are identical to those for the Administrative Officer position.

Selection system and tests

Both processes are resolved by open competitive examination, with two compulsory and eliminatory exercises:

• First exercise (test): questionnaire of up to 50 questions with three answer alternatives, one of which is correct. Maximum duration of 90 minutes. Minimum score of 5 out of 10. Every two incorrect answers cancel one correct answer.
• Second exercise (practical): written resolution of two practical cases, with a maximum of two hours. Minimum score of 5 out of 10, requiring at least 4 points in each case. Specific knowledge, clarity of exposition, and ability to synthesize will be assessed.

The final grade will be the arithmetic mean of both exercises, with a weight of 50% for each. The selection boards shall be composed of a chairperson, four members and a secretary, all career civil servants of the same or higher professional classification subgroup.

Deadline and application procedure

Applications must be submitted exclusively electronically through the platform https://merida.convoca.online, using an electronic certificate or Cl@ve PIN. The deadline will be 20 business days from the day following the publication of the extract of each call in the Official State Gazette (BOE).

• Proof of payment of the examination fee must be provided in accordance with the City Council’s fiscal ordinance.
• The documentation accrediting the degree shall be attached to the application.
• The provisional lists of admitted and excluded candidates will be published on the Convoca platform, with a period of 5 business days for claims.
