Emergency aid for self-employed workers affected by the Sierra Oeste fires

The Regional Ministry of Economy, Finance and Employment of the Community of Madrid has declared a budget credit of 8,000,000.00 euros to finance the direct granting of emergency aid to self-employed workers affected by the forest fires in the Sierra Oeste. This is stated in the extract of the Order of September 2, 2026, published in the Official Gazette of the Community of Madrid (BOCM) number 214, of September 8, 2026, pages 56 and 57, with reference BDNS 928016.
The measure is framed within the regulatory rules approved by the Agreement of September 2, 2026, of the Governing Council, which establishes the procedure for the direct granting of these aids. The credit will be charged to sub-concept 47300 of Program 241N of the General Budgets of the Community of Madrid for 2026.
Beneficiaries and requirements
Self-employed workers or freelancers who meet the following requirements may access the aid:
- Have their tax domicile or carry out their economic activity in any of the affected municipalities included in the territorial scope of the annex of the regulatory rules.
- Have started the activity prior to July 23, 2026.
- Be up to date with the fulfillment of tax obligations with the State Tax Administration Agency, the General State Administration, and the Community of Madrid.
- Not be subject to the circumstances provided for in paragraphs 2 and 3 of article 13 of the General Subsidies Law 38/2003, of November 17.
- In the case of requesting aid for the recovery of activity, to have suffered damages, losses, interruptions, or impacts on their activity for an estimated amount equivalent to at least 5,000 euros.
Aid amounts
Two types of aid may be requested, which are compatible with each other:
- Activity recovery aid: an amount of 5,000 euros, configured as a direct emergency grant as a lump sum, without the need to justify specific expenses for an equivalent amount.
- Contribution quota aid: an amount of 1,798 euros, equivalent to six monthly payments of the minimum contribution quota to the Special Social Security Regime for Self-Employed Workers (RETA).
- For self-employed workers registered in an alternative mutual society, the amount will be 1,389 euros, equivalent to 86 percent of the contribution for common contingencies of the RETA, in accordance with the forty-sixth transitional provision of the consolidated text of the General Social Security Law (Royal Legislative Decree 8/2015, of October 30).
Application period
The application period will be two months starting from the business day following the publication of the summary in the BOCM. The full text of the order can be consulted in the National Grants Database and on the Community of Madrid website.
The order, dated in Madrid on September 2, 2026, is signed by delegation by the Vice-Minister of Economy and Employment, María del Carmen Tejera Gimeno, by virtue of the Order of April 17, 2024.
