The Community of Madrid has announced grants for the year 2026 on a competitive basis intended for Madrid municipalities to acquire vehicles for their civil protection volunteer groups. The call is published via the extract of Order 3013/2026, of August 31, from the Counselor of Environment, Agriculture, and Interior, in the Official Gazette of the Community of Madrid number 216, of September 10, 2026.

The measure, identified in the National Grants Database with the code BDNS 927248, seeks to reinforce the response capacity of municipalities facing local emergencies by providing them with material mobility resources.

Purpose and Beneficiaries

The grant is aimed at municipalities of the Community of Madrid, excluding the municipality of Madrid, that meet the requirements of Order 2823/2026, of July 17, which approves the regulatory bases for these aids. The purpose is the acquisition of vehicles destined for municipal civil protection volunteer groups.

  • City councils that already have a municipal territorial civil protection plan favorably reported by the Civil Protection Commission and approved by the competent municipal body may apply for the aid.
  • Applications shall be completed using the standardized form available on the electronic office of the Community of Madrid.

Budgetary Allocation

The aids will be financed from the expenditure budget of the Community of Madrid, within Program 134B, Civil Protection Madrid 112, with the expenditure charged to sub-concept 76309 for vehicles.

  • The maximum total credit amounts to 500,000.00 euros.
  • The maximum aid is 31,250 euros per vehicle and municipality.
  • The granting is conditional upon the existence of adequate and sufficient credit in the General Budgets of the Community of Madrid at the time of the resolution.

Deadline and Form of Payment

City councils will have a period of one month from the day following the publication of the extract in the Official Gazette of the Community of Madrid to submit the application and the required documentation, which shall be done electronically through the General Electronic Registry of the Community of Madrid.

The payment of the granted subsidy will be made once the granting agreement has been issued, as an advance payment, without the need to require the presentation of any guarantee, in accordance with article 14 of Order 2823/2026 and article 10 of Law 2/1995, of March 8.

The order is signed by the Counselor of Environment, Agriculture, and Interior, Carlos Novillo Piris, and, by delegation, by the Director of the Madrid 112 Security and Emergencies Agency, Pedro Antonio Ruiz Escobar.

Impact for Municipalities

This call for applications provides a direct boost to local civil protection by allowing Madrid’s municipalities to renew or expand their fleet of emergency vehicles without bearing the full cost of the investment alone. Funding of up to 31,250 euros per vehicle ensures that volunteer groups have the appropriate means to respond more quickly and effectively to emergencies within their territories.
