Aid for youth to purchase housing in municipalities of up to 10,000 inhabitants

The Galician Institute of Housing and Land (IGVS) has published in the Official Gazette of Galicia (DOG no. 156, of August 19, 2026) the Resolution of August 11, 2026, which approves the regulatory bases and opens the call for 2026 for grants for the acquisition or self-promotion of housing in Galician municipalities with a resident population equal to or less than 10,000 inhabitants, under procedure code VI501B. The measure, signed by the general director of the IGVS, Heriberto García Porto, has a credit of 2,000,000.00 euros and is co-financed with the finalist funds of the State Housing Plan 2026-2030.

The call is part of the Galicia Housing Pact 2026-2030, signed on February 10, 2026, which in program 1 of axis 2 recognizes access to housing through purchase and sale as a basic demand. The funding comes from the aid program for the purchase or self-promotion in municipalities of 10,000 inhabitants or fewer for the emancipation of young people, provided for in Royal Decree 326/2026, of April 22, which regulates the State Housing Plan 2026-2030. The aid is processed on a non-competitive basis, until the available credit is exhausted.

Who can apply for the aid

Natural persons of legal age who meet the following requirements may benefit:

  • Be under 36 years old at the time of applying for the aid.
  • Annual income of the household unit equal to or less than 4.5 times the IPREM; the limit rises to 5 times with a recognized disability equal to or greater than 33% and to 5.5 times when it is equal to or greater than 65%.
  • Not be owners or usufructuaries of any housing in Spanish territory, with exceptions for separation, divorce, or inaccessibility due to disability.
  • Be up to date with tax obligations and Social Security.
  • For acquisition, the housing must constitute the habitual and permanent residence for a minimum period of five years; in self-promotion, the housing must be occupied within a maximum period of three months from the completion of the work.

Amount and submission deadline

The maximum amount of the aid is 20% of the acquisition price or the cost of self-promotion, excluding expenses and taxes, with a maximum of 15,000 euros per dwelling. When the acquisition or self-promotion is carried out by two people, the amount is determined by applying the percentage of the participation share.

  • Applications shall be submitted exclusively electronically through the electronic office of the Xunta de Galicia.
  • The period begins five business days after publication in the DOG and ends on November 16, 2026, from 09:00 to 14:00 hours, or earlier if the credit is exhausted.
  • The credit corresponds to budget application 11.81.451B.780.5 and may be extended by resolution of the General Directorate of the IGVS.
  • The call appears in the National Subsidy Database with the identifier BDNS 925229.

A boost against depopulation

The resolution has a double purpose: to facilitate access to property for young people and to promote life in municipalities with fewer than 10,000 inhabitants, contributing to the demographic challenge through the recovery of population in rural areas. Electronic submission is justified because the target recipients, under 36 years of age, have access to and availability of electronic means to interact with administrations.

The measure arrives in a context of increasing housing costs and population loss in the Galician countryside, and it may benefit thousands of young people who wish to settle in small municipalities. Interested parties must submit the application before November 16, 2026, as the credit is granted in order of receipt until it is exhausted.
