Emergency aid for small Galician municipalities co-financed by the EU

The Ministry of the Presidency, Justice and Sports has published in the Official Journal of Galicia (DOG No. 152, of 13 August 2026) the Order of 3 August 2026, which establishes the regulatory bases and the call, for this year, for subsidies for the award of emergency equipment under competitive bidding. Municipalities with fewer than 50,000 inhabitants, associations of municipalities and groupings of Galician municipalities may benefit, with aid co-financed by the European Union at 60% within the framework of the Galicia Feder 2021-2027 programme (procedure code PR450A). The deadline for submitting applications is one month from publication, until 14 September 2026.

The order, signed by Minister Diego Calvo Pouso, is structured as a subsidy in kind: the Xunta de Galicia acquires the material and transfers its ownership to the local entities. It falls within the specific objective RSO2.4 of the Galicia Feder 2021-2027 programme —favouring adaptation to climate change and disaster risk prevention— and continues the Emerxe plan, with the reinforcement of the civil protection volunteer groups (AVPC). The procurement of the equipment was processed in file AXGE.26.Feder.03, for an amount of EUR 185,989.00, including VAT, under budget item 05.A1.212A.623.0.

Equipment and financing

The material covered by the call is distributed in two aid lines:

• Line 1: 19 kits of logistics material for road safety.
• Line 2: 20 kits of electric tools for emergency response.

Each applicant may only obtain equipment from one line in the first award round and may access the other if stock remains, according to the order of preference indicated in the application.

Who can apply and how

Local entities must meet the following requirements:

• Have an AVPC with operational and insured volunteer staff, registered in the Civil Protection Registry of the Autonomous Community of Galicia, or have officially submitted the registration application.
• Submit the accounts for financial year 2024 to the Court of Accounts of Galicia.
• Not have received the same equipment from the department in the last 5 years.

Applications must be submitted electronically at the Xunta de Galicia’s electronic office, using the standard form of Annex I (PR450A), addressed to the Directorate General for Emergencies and Interior, which handles the procedure.

Award criteria

An Evaluation Committee, chaired by the head of the Directorate General for Emergencies and Interior, will assess the applications up to a maximum of 100 points:

• Mobilizations of the AVPC in 2025 registered in SIPROC: up to 20 points.
• Collaboration with other municipalities in civil protection operations: up to 20 points.
• Joint provision, grouping or municipal merger: up to 30 points.
• Ratio of insured volunteer personnel per thousand inhabitants: up to 5 points.
• Potential emergency risk estimated by Platerga: up to 5 points.
• Population and territorial extension (data from the IGE): up to 5 + 5 points.
• Seniority of the AVPC since its registration: up to 10 points.

The resolution will be adopted by the Minister for the Presidency, Justice and Sports and will be published in the DOG, within a maximum period of five months.

The call, registered in the National Database of Subsidies (BDNS 924361), strengthens the prevention and response capacity of small municipalities against disasters such as forest fires or floods, and rewards cooperation between local administrations. Beneficiaries must maintain the equipment for five years and comply with the publicity obligations of the European co-financing, under penalty of the assets reverting to the Autonomous Community.
