Por FactBox Admin

The Provincial Delegation of Sustainable Development of Guadalajara has granted the Nipace Foundation the prior administrative authorization and the administrative construction authorization for the project of an outdoor sectioning center and service connection for the Nipace European Center for Neurological Rehabilitation, in the municipality of Guadalajara. The decision is formalized in the resolution of September 23, 2026, published in the Official Gazette of Castilla-La Mancha (DOCM) No. 189, of October 1, 2026, with official reference 2026/6955 and file number 2026DIST-CES002.
The resolving body and the regulatory framework
The resolution corresponds to the Provincial Delegation of the Department of Sustainable Development in Guadalajara, competent pursuant to Article 5 of Decree 80/2007, of June 19, which regulates the authorization procedures for electrical energy installations processed by the Junta de Comunidades de Castilla-La Mancha. Decree 112/2023, of July 25, assigns the regional competencies in energy matters to the General Directorate of Energy Transition.
The authorization is based on Law 24/2013, of December 26, of the Electricity Sector; Royal Decree 1955/2000, of December 1; Royal Decree 337/2014, of May 9 (High Voltage Regulation and its ITC-RAT); and Royal Decree 223/2008, of February 15 (High Voltage Lines Regulation and its ITC-LAT).
The procedure began with the application registered on March 10, 2026 (registration number 887319), submitted by the Nipace Foundation (NIF G-19220524) through its representative, the installation company Cymel, S.L. The technical project is signed by the engineer Diego Chouza Montero, member no. 2955 of the I.C.O.I.I.G., with visa no. 20260489, of March 3, 2026.
Technical characteristics of the installation
The resolution details the basic characteristics of the authorized project:
- Owner: Fundación Nipace (NIF G-19220524), Avenida de la Salinera n.º 2, 19005 Guadalajara.
- Location: municipality of Guadalajara, cadastral reference 7395007VK8979N0001AH; UTM ETRS89 location X: 486,890 · Y: 4,499,070.
- Line: underground, 20 kV, approximately 5 meters in route (loop opening, entry and exit) on urban land, with dry insulation conductor type HEPRZ1 12/20 kV.
- Service Connection: from the medium voltage network of i-DE Redes Eléctricas Inteligentes, S.A.U., existing installation no. 19240201175.
- Sectioning Center: indoor, with 24 kV medium voltage cells with SF6 switching and insulation (manufacturer Ormazabal, i-DE approved, reference 5042246, 2L1P configuration).
- Purpose: medium voltage supply to the Nipace European Center for Neurological Rehabilitation through a subscriber transformation center.
Municipal license, processing, and condition on fluorinated gases
The file was not submitted for public consultation, under article 13.3.a) of Decree 80/2007, as it concerns a new service connection with a nominal voltage equal to or less than 30 kV with an underground line on urban land with a length of less than 150 meters. The only affected administration identified was the Guadalajara City Council, which provided the major works license granted by the Local Government Board on May 13, 2025.
Following a request for correction dated August 18, 2026 (outgoing record 925561), the owner submitted the complementary documentation on August 27, 2026 (records 3486873, 3486894, and 3486955), which includes the responsible declaration under article 53 of Law 24/2013 and the grounding and sectioning center plans.
The resolution incorporates a particular condition regarding fluorinated greenhouse gases: no commissioning report will be issued for switchgear up to 24 kV using SF6 while the prohibition of article 13.9.a) of Regulation (EU) 2024/573 is in force. The owner invokes the exception due to the absence of an offer of approved fluorinated-gas-free switchgear and must prove this prior to commissioning. The project execution period is two years from the resolution, extendable upon reasoned request. An administrative appeal may be filed against the resolution, which does not exhaust administrative remedies, before the Minister of Sustainable Development within one month. The document is signed by the provincial delegate, Rubén García Ortega.
The authorization clears the final electrical formality for the future Nipace European Center for Neurological Rehabilitation, a benchmark health and social facility in Guadalajara, by guaranteeing the medium voltage supply of its installations.
