Libienergy Margalida photovoltaic park authorized in Santa Margalida

The Department of Enterprise, Self-Employed and Energy of the Balearic Islands has granted the prior administrative authorization and the recognition of public utility to the Libienergy Margalida photovoltaic park, its associated interconnection line, and the common evacuation infrastructure shared with the Mallorca V park. The resolution, signed on September 9, 2026, is published in the Official Gazette of the Balearic Islands (BOIB) no. 114, of September 12, 2026, within Section III.

The resolution, number 9089, is signed by delegation of the counselor by the Director General of Circular Economy, Energy Transition and Climate Change, Diego Viu Domínguez. The project is promoted by the company Libienergy Andromeda, SL, with NIF B05473400, and is located in polygon 14, plots 26 and 147 of the municipality of Santa Margalida.

A large-scale project

The photovoltaic park, which is classified in group b.1.1 of Royal Decree 413/2014 (installations that use only solar radiation), has the following technical characteristics:

• Land occupation of 73,800 m².
• 8,925 bifacial photovoltaic panels of 580 Wp each, on single-axis trackers.
• 16 inverters of 320 kW and one of 125 kW.
• Installed power of 4,925 kW and peak power of 5,176.5 kW.
• Access capacity of 4,400 kW.
• A protection and measurement center (CPM) and two transformation centers of 2,500 kVA.
• A 15 kV medium voltage line, underground, approximately 4,860 m in length.

The common evacuation infrastructure, shared with the Mallorca V park (file RE029/24), is located in polygon 13, plot 162 of Santa Margalida, and includes a sectioning center of 16.38 m² and an underground 15 kV line of approximately 66 m to the SET Picafort substation.

A long administrative procedure

The processing began on February 14, 2024, when Libienergy Andromeda, SL submitted the application to the Directorate General of Circular Economy, Energy Transition and Climate Change. Throughout the procedure, which included a thirty-day public exhibition period published in BOIB no. 107, reports were collected from numerous agencies:

• Favorable reports from the Climate Change and Atmosphere Service, the Species Protection Service, and Red Eléctrica de España, SAU.
• Conditional favorable report from the Historic Heritage Service of the Consell de Mallorca, with the preservation of dry stone walls.
• Initial unfavorable reports from the Agriculture Service, resolved after updates to the agronomic report and compensatory measures.
• Favorable environmental impact statement issued on June 15, 2026, by the Directorate General of Urban Harmonization and Environmental Assessment.

Obligations and appeals

With the recognition of public utility, declared for the purpose of the tenth additional provision of Law 10/2019 on climate change and energy transition, the promoter must submit an execution project within the period established by Article 1 of Royal Decree-Law 23/2020; otherwise, it will expire. The authorization is granted without prejudice to the corresponding municipal and land-use planning licenses.

Against this resolution, which exhausts the administrative route, an optional appeal for reversal may be filed before the Counselor within one month, or a contentious-administrative appeal may be filed before the Contentious-Administrative Chamber of the High Court of Justice of the Balearic Islands within two months.

The commissioning of this park represents another step in the energy transition of Mallorca, with an installed capacity of nearly 5 MW that will be evacuated to the grid through the Picafort substation. For the residents of Santa Margalida, the project also entails a territorial and expropriation impact derived from the recognition of public utility, which facilitates its execution.
