Municipalities approve school supports and subsidies for local associations

The Diário da República, 2nd series, no. 170, of September 2, 2026, publishes today a set of municipal regulations establishing financial support for students and collectives. The measures include a 25-euro grant for school supplies in the Village of Maceda, scholarships in the Municipality of Santo Tirso, and subsidies for associations in the Parish of Soutelo de Aguiar.

The diplomas were approved by the respective parish councils and municipal chamber, under the regulatory power conferred by Article 241 of the Constitution of the Portuguese Republic and the competencies provided for in Law no. 75/2013, of September 12, which establishes the legal regime for local authorities. All projects were submitted for public discussion prior to final approval.

25-euro support for school supplies in the Village of Maceda

The Parish Council of Maceda, in the municipality of Ovar, district of Aveiro, approved Regulation no. 1147/2026, which establishes the Regulation for the Granting of Extraordinary Support for School Supplies — Village of Maceda. The diploma, signed by president Américo Lopes da Fonseca, provides for a one-time financial support of €25.00 (twenty-five euros) intended to contribute to expenses with school supplies.

The support was deliberated in a Parish Council meeting on April 23, 2026, approved by the Parish Assembly on June 25, 2026, and submitted for public discussion on May 5, 2026, for a period of 30 days. Students who have resided in the Village of Maceda for at least two consecutive years as of the date of the request may apply, upon presentation of a residence certificate issued by the Parish Council.

Higher education scholarships in Santo Tirso

The Municipal Chamber of Santo Tirso, presided over by Alberto Manuel Martins da Costa, approved the draft of the 3rd amendment to the Municipal Regulation for the granting of scholarships to higher education students. The measure is part of the municipal program to strengthen school social action support and aims to improve the evaluation and granting process of the scholarships, reinforcing their transparency and equity.

• The Chamber annually awards, through a competitive process, 25 scholarships to higher education students.
• The scholarship amount is adjusted when other subsidies exist, and the total sum cannot exceed the monthly amount corresponding to the Social Support Index (IAS) in effect on the date the applications open.
• Applications are submitted electronically (santotirso@cm-stirso.pt), at the Municipality’s Single Desk, or by registered mail addressed to the president of the Chamber, at Praça 25 de Abril, 4780-373 Santo Tirso.

The project was approved in an ordinary meeting on June 25, 2026, and submitted for public consultation for a period of 30 working days, counting from the publication of the notice in the 2nd series of the Diário da República.

Subsidies for associations in Soutelo de Aguiar

The Junta de Freguesia de Soutelo de Aguiar approved Regulation No. 1148/2026, which establishes the Regulation for the granting of support to non-profit and public interest entities. The decree, approved in the Parish Assembly session on June 12, 2026, recognizes the role of community associations in social cohesion and the socio-territorial identity of the parish.

• €300.00 for non-profit associations and organizations headquartered in the parish.
• €200.00 for associations and other organizations not headquartered in the parish.
• €300.00 for festival committees and entities that organize traditional festivals, with the exception of the Festival Committee in Honor of St. Peter, which receives €750.00.

Supported entities must reference the support of the Junta de Freguesia in the external communication of their activities, and the total amount of subsidies to be granted during the calendar year must be provided for in the Junta’s Budget.

With these measures, the local authorities seek to alleviate the burden on families at the start of the school year and support the local associative movement, reinforcing equity in access to education and the vitality of community organizations. The regulations come into force after their official publication, directly benefiting students, families, and associations across the three territories.
