Five-business-day public hearing on the public entertainment regulations

Audiencia ciudadana de cinco días hábiles sobre el reglamento de espectáculos públicos

The Department of Emergencies and Interior has opened the public hearing process regarding the draft decree that modifies Decree 143/2015, of September 11, which approves the implementing Regulation of Law 14/2010, of December 3, on public shows, recreational activities, and public establishments. The announcement is published in the Official Gazette of the Generalitat Valenciana (DOGV) no. 10486, of November 4, 2026, in section V of announcements, with the official reference DOGV-C-2026-33647. The deadline for submitting contributions is only five business days starting from the day following the publication.

The process is based on articles 14 and 16 of Law 4/2023, of April 13, on citizen participation and the promotion of associations in the Valencian Community, which requires gathering contributions from citizens once the draft text has been written. The regulation directly affects the nightlife sector and event promoters, as well as residents of the areas where shows and recreational activities are held, as the regulation sets the conditions for the opening, capacity, admission, and operation of public establishments.

Five business days and a preferred channel

The announcement, signed in València on October 8, 2026, by the Director General of Interior, Vicente Huet Ballester, establishes the conditions of the process:

  • Deadline: five business days from the day following the publication in the DOGV, that is, starting from November 5, 2026.
  • Text consultation: Generalitat Citizen Participation Portal GVA Participa, in the section for regulatory drafting and public hearings.
  • Submission of allegations: preferably through the same portal; failing that, via the email address espectaculosvalencia@gva.es.
  • Required content: the article and section of the project to which the contribution refers, the proposed modification, and the reasons supporting it.
  • Optional: the announcement allows for the inclusion of an alternative drafting proposal.

What the regulation being reformed governs

Decree 143/2015 implements Law 14/2010 (DOGV no. 6414, of December 10, 2010), the regional framework for public shows and recreational activities. Its Title VI concentrates the provisions on reservation, right, and admission service, with thresholds that directly affect leisure venues:

  • Obligation for a specific admission service in all nightclubs, dance halls, and party rooms.
  • Same requirement for pubs and karaokes with a capacity exceeding 200 people.
  • Service also required for extraordinary shows and activities with increased risk and where the capacity exceeds 500 people.
  • Accreditation with a validity of four years, renewable through an evaluative test convened by the competent regional ministry (conselleria).
  • Fee of 20 euros for the test and the issuance of the accreditation, in accordance with Law 5/2025, of July 31.

The announcement does not detail the concrete content of the articles being modified: the full text can only be consulted on the participation portal, which concentrates the information available for filing objections in that channel.

A precedent with more leeway

This is not the first time this year that this department has opened a regulation in the leisure sector to the public. On August 18, 2026, DOGV no. 10431 published the public hearing of the draft order regulating the schedules of public shows, recreational activities, sociocultural activities, and public establishments for 2027, which at the time had a period of ten calendar days and used the same email address as an alternative route. Both procedures fall under the General Directorate of the Interior, the body to which the Public Shows, Recreational Activities, and Bullfighting Festivals Service reports.

Why it matters

Five business days is a minimum margin for a text that conditions licenses, capacities, and schedules for the entire Valencian leisure sector, and which arrives moreover after a year of chained regulatory changes. For city councils, neighborhood associations, and catering and event companies, the procedure published this Wednesday is the only formal window to influence the final wording before the Consell approves the decree.
