Asturias opens the tourism guides regulation for public consultation

The Regional Ministry of Presidency, Demographic Challenge, Equality and Tourism of the Principality of Asturias has submitted for public consultation the draft decree that will approve the regulation governing the profession of tour guide in the community. The decision is formalized in the Resolution of September 24, 2026, signed by the regional minister Gimena Llamedo González, and is published in the Official Gazette of the Principality of Asturias (BOPA) number 186, of September 25, 2026, with the reference Code 2026-07862. The text will be available for twenty business days so that any entities and individuals who wish to do so may submit allegations.

The procedure began on September 16, 2026, when a resolution by the regional minister herself initiated the drafting of the decree. The initiative falls within the tourism competencies of the Regional Ministry of Presidency, Demographic Challenge, Equality and Tourism, attributed by Decree 22/2023, of July 31, of the President of the Principality of Asturias, regarding the restructuring of the Regional Ministries that make up the Administration of the Autonomous Community.

The process is supported by article 33.2 of the Law of the Principality of Asturias 2/1995, of March 13, on the Legal Regime of the Administration, which allows a draft regulation to be submitted for public consultation when established by a specific or sectoral rule or when the head of the competent Regional Ministry considers it appropriate due to the nature of the provision. The same ministry opened an identical process on September 10 for the draft decree that will regulate tourist apartments, published in BOPA number 179, of September 16, 2026, with reference Code 2026-07544.

A process open to entities and individuals

• Recipients: any entities and individuals wishing to submit allegations.

The resolution does not accompany the articulated text of the future regulation, which must be consulted on the aforementioned participation portal. The declared objective of the regulation is the regulation of the tour guide profession in the Principality of Asturias.

• In person at the Central Office for registration assistance of the Administration of the Principality of Asturias, in the Multi-Service Administrative Building, calle Antonio Suárez Gutiérrez, no. 2, Oviedo.
• By any of the means provided for in article 16.4 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.
• Using the standardized service form DECO0065T01 —Generic Request—, published at sede.asturias.es.

Regulatory framework and background

The resolution is issued after analyzing the documentation contained in the file and consists of a section of factual background, another of legal grounds, and the operative part, structured in two points: the opening of the public information process and the conditions for submitting allegations. The act is signed in Oviedo on September 24, 2026.

The regulation under processing is added to other regulatory initiatives in the tourism sector promoted by the same department in recent weeks, including that relating to tourist apartments, for which the period for allegations opened on September 16.

The future regulation directly affects professionals exercising the activity of tour guide in Asturias and the regional tourism sector as a whole, which will have a specific framework for the exercise of this profession. The opening of the process allows professional associations, companies, and individual citizens to influence the final content of the text before its approval by the Governing Council.
