Asturias grants the 2025 CAP basic aid to 7,075 applicants

Asturias concede la ayuda básica de la PAC 2025 a 7.075 solicitantes

The Regional Ministry of Rural Environment and Agricultural Policy of the Principality of Asturias has granted the Basic Income Support for Sustainability (BISS) subsidy for the 2025 campaign to 7,075 applicants, for a total amount of 566,862.01 euros. The same resolution incorporates an extraordinary payment for the remainder that the autonomous communities must make effective before October 15, 2026. The agreement, dated September 4, 2026, is published in the Official Gazette of the Principality of Asturias (BOPA) no. 181, of September 18, 2026, with reference 2026-07518.

The call for the CAP direct aids for the 2025 campaign was approved by Resolution of April 7, 2025, of the Regional Ministry of Rural Environment and Agricultural Policy (extract in BOPA no. 69, of April 9, 2025). 7,653 applications were submitted and, after the processing of the procedure, 7,075 applicants proved the requirements of article 14 of Royal Decree 1048/2022, of December 27, to receive the advance payment provided for in article 118 of the same regulation.

The authority to resolve falls to the Director General of Livestock and Agricultural Health, by delegation of the regional minister (Resolution of September 16, 2025, BOPA no. 187, of September 29, 2025), as it involves the management of European agricultural funds from the EAGF. The payment is charged to budget application 19.02.712F-473.010, project code (PEP) 2025/000209.

An extraordinary payment of 3.63682837% before October 15

The PAG communicated on May 19, 2026, that it was not appropriate to apply any reduction coefficient to the BISS entitlements and that it was already possible to pay 100% of the total amount, with a provisional increase coefficient of 1%. On July 31, 2026, the body set the definitive coefficient, in accordance with article 124.8.c) of Royal Decree 1048/2022 and the fund utilization mechanism described in its article 125.

This new linear coefficient implies an extraordinary payment for all recipients, which must be made effective before October 15, 2026. The distribution of the remainder is applied as a percentage that increases the aid itself and is quantified at 3.63682837%, both on payments already made and those pending payment.

Payments already made for the 2025 campaign

  • Resolution of November 25, 2025: 6,016 beneficiaries at 70%, 11,623,151.36 euros.
  • Resolution of November 25, 2025: 133 beneficiaries at 70%, 332,153.94 euros.
  • Resolution of December 15, 2025: 2,392 beneficiaries at 90%, 1,141,649.85 euros.
  • Resolution of December 15, 2025: 491 beneficiaries at 90%, 244,106.56 euros.
  • Resolution of March 26, 2026: 3,337 beneficiaries at 90%, 2,641,064.10 euros.
  • Resolution of June 4, 2026: 1,349 beneficiaries at 90%, 2,586,218.59 euros.
  • Resolution of June 23, 2026: 7,067 beneficiaries at 100%, 2,341,699.05 euros.
  • Resolution of June 23, 2026: 1 beneficiary at 100%, 2,628.06 euros.

Regularization of the 2023 and 2024 campaigns

On the same day, the BOPA publishes two resolutions for the closing of previous fiscal years. The one for the 2024 campaign grants 70,082.80 euros to 30 beneficiaries, with a remainder increase of 5.13735554% that was to be paid before October 15, 2025. The one for the 2023 campaign recognizes 445.92 euros for a single beneficiary, with an increase of 5.18656620% and a deadline until October 15, 2024.

Financing and appeals

The aid is financed by the EAGF and budget application 19.02.712F-473.010. The resolution concludes the administrative process: a contentious-administrative appeal may be filed against it before the Contentious-Administrative Chamber of the High Court of Justice of the Principality of Asturias within two months, or an optional appeal for reversal before the same body within one month, provided they are not filed simultaneously.

The extraordinary payment injects additional liquidity into thousands of Asturian agricultural holdings on a tight schedule: the remainder must be paid before October 15, 2026, barely a month after the publication of the resolution, and applies to both advances and balances already received as well as those remaining pending.
