Asturias grants 634,700 euros in birth and adoption grants

The Department of Presidency, Demographic Challenge, Equality and Tourism of the Principality of Asturias has resolved the granting of aid for the promotion of birth rates and adoption for the 2026 fiscal year, with a total expenditure of 634,700 euros. The decision is published in the Official Gazette of the Principality of Asturias (BOPA) number 173, dated September 7, 2026, by means of the Resolution of August 24, 2026 (official reference 2026-07271).
The aid is aimed at families with an income of up to 45,000 euros residing in any of the councils of the Principality, with special attention to territories at risk of depopulation. Payment will be made in a single installment via bank transfer to the account designated by each beneficiary.
Regulatory Framework and Background
The basis for this call is the Law of the Principality of Asturias 5/2025, of December 31, on the General Budgets for 2026, whose tenth additional provision recognizes the right to financial aid for birth or adoption. The subsidy line is part of the Department’s Strategic Subsidy Plan 2024-2026, the objective of which is to “promote birth rates, especially in those councils at risk of depopulation.”
The call was approved by Resolution of March 19, 2026, and the evaluation commission agreed on the outcome of the applications at its meeting on June 5, 2026. The eligible period for birth or adoption spans from October 1, 2025, to September 30, 2026.
Grants, Denials, and Withdrawals
The resolution, signed by the counselor Gimena Llamedo González, allocates the expenditure to the budgetary application 11.06.126D.489.149 of the regional budgets for 2026, an expandable credit. The document is structured into three annexes:
- Annex I (granted): beneficiaries with individualized amounts ranging from 1,200 to 4,400 euros, depending on the number of children and the circumstances of each family.
- Annex II (denied): applications rejected for failure to meet the requirements of the call, in accordance with Law 39/2015 on Common Administrative Procedure.
- Annex III (withdrawn): applications in which the interested parties did not complete the required processing.
The beneficiaries proved that they were up to date with their tax obligations and with Social Security, were not debtors to the Treasury of the Principality, and did not fall under the cases set out in Article 13 of the General Subsidies Law 38/2003, of November 17.
Transparency and Appeals
In accordance with Law 8/2018, of September 14, on Transparency, Good Governance and Interest Groups, the granting body shall publish the subsidies awarded, including their amount, purpose, and beneficiaries, in the Transparency Portal of the Principality of Asturias. Against the resolution, which exhausts the administrative route, a contentious-administrative appeal may be filed before the Contentious-Administrative Chamber of the High Court of Justice of Asturias within two months, or an optional appeal for reversal within one month.
The measure reinforces the regional strategy against the demographic challenge, which assigns to the General Directorate for Demographic Challenge the formulation of actions to stop or reverse territorial depopulation. With this resolution, the Principality materializes direct economic support for hundreds of Asturian families, prioritizing the councils most vulnerable to population loss, in a context where birth rates have become one of the priorities of the community’s social and territorial policy.
