Asturias opens the decree of the registry of authorized officials for public consultation
Por FactBox Admin

The Regional Ministry of Territorial Planning, Urbanism, Housing and Citizen Rights has submitted for public consultation the Draft Decree regulating the registry of authorized officials of the Administration of the Principality of Asturias. The decision is formalized in the Resolution of October 6, 2026, signed by the Regional Minister Ovidio Zapico González, and published in the Official Gazette of the Principality of Asturias (BOPA) no. 201, of October 16, 2026, under reference Code 2026-08233. The period for submitting allegations is ten business days.
The file is processed under Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations. According to the factual background of the resolution, the procedure to draft the regulatory project was initiated by the Resolution of November 28, 2025, from the head of the Regional Ministry of Territorial Planning, Urbanism, Housing and Citizen Rights.
The legal authorization of the initiative is based on Article 33 of the Law of the Principality of Asturias 2/1995, of March 13, on the legal regime of the Administration, and other provisions of general application. The text submitted for consultation regulates the registry of authorized officials of the regional Administration, a figure whose regulation is now subject to the scrutiny of citizens and affected sectors before its final approval.
Consultation of the text and exhibition period
The first resolution of the decree agrees to submit the project to public consultation for a period of ten business days. During this period, the provision will be exhibited at the following locations:
- Offices of the Technical General Secretariat of the Regional Ministry of Territorial Planning, Urbanism, Housing and Citizen Rights (Easmu, 2nd floor, calle Antonio Suárez Gutiérrez, no. 2, Oviedo).
- Citizen Service Office (Multiple Services Administrative Building, ground floor, Oviedo).
- Portal www.asturiasparticipa.es, of the Administration of the Principality of Asturias.
The publication in the BOPA marks the start of the ten-business-day count, meaning the text may only be subject to observations while the process remains open.
How and where to submit allegations
The second resolution details the formal channel for contributions. Allegations, observations, or suggestions must be addressed to the Honorable Regional Minister of Territorial Planning, Urbanism, Housing and Citizen Rights and submitted through the provided channels:
- Central Registry Assistance Office of the Administration of the Principality of Asturias (Multi-Service Administrative Building, c/ Antonio Suárez, no. 2).
- Any of the means admitted by article 16.4 of Law 39/2015, of October 1.
- Standardized form for the submission of allegations available in Service File B_SOL_02 —Submission of documents to the Administration of the Principality of Asturias—, published at https://sede.asturias.es/.
The resolution is dated in Oviedo on October 6, 2026, and bears the signature of the counselor Ovidio Zapico González.
A preliminary step to the final regulation
The opening of the procedure does not approve the decree: it only allows individuals, entities, and administrations to submit observations on the text. The project affects the organization and functioning regime of the regional Administration regarding the registry of authorized officials, therefore its content is of direct interest to municipal legal and economic services and to the professionals occupying positions reserved for authorization.
The closing of the period without allegations or their resolution will lead to the subsequent processing of the decree. For readers interested in the local sphere, consulting the text on the participation portal and submitting contributions within ten business days are the two ways to influence the final wording of the regulation.
