Astorga announces a permanent cleaning position and a job bank

The Astorga City Council has approved the rules and the call to fill one position for a cleaning operator of municipal buildings and facilities as permanent contractual staff, as well as to establish a job bank for temporary coverage. Resolution 2026-0822, dated September 15, 2026, signed by Mayor José Luis Nieto Martínez, is published in the Official Gazette of the Province of León number 180, dated September 21, 2026, with the official reference BOP-LE-2026-180001. The deadline for submitting applications will be twenty business days starting from the day following the publication of the summary of the call in the Official State Gazette.

The position corresponds to subgroup E/Professional Group, is filled via the open entry system through a competitive examination process (concurso-oposición), and is included in the 2026 Public Employment Offer, published in the BOP of León number 143, dated July 30, 2026. The working day will be 26:45 hours per week, equivalent to 71.33% of the full-time workday, and the schedule will be determined by the Mayor’s Office based on service needs, which may include afternoons, Saturdays, Sundays, and holidays.

The process is governed, among other regulations, by Law 7/1985, of April 2, regulating the Bases of the Local Regime; Royal Legislative Decree 5/2015, of October 30, which approves the Recast Text of the Law of the Basic Statute of the Public Employee, and Law 7/2005 of the Public Service of Castilla y León. The rules will be published in the BOP of León and in the Official Gazette of Castilla y León, with a summary in the BOE, and process communications will be disseminated on the virtual notice board of the municipal electronic office.

Requirements, fee, and submission of applications

Applicants must meet the requirements set forth in the third rule by the application deadline date and maintain them throughout the process:

  • Spanish nationality or nationality of a Member State of the European Union, or comply with the provisions of Article 57 of the Basic Statute of the Public Employee.
  • Physical and psychological capacities and aptitudes necessary for the performance of the position.
  • Be at least sixteen years of age and not exceed the maximum compulsory retirement age.
  • Schooling certificate or equivalent, or proof of having paid the fees to obtain it.

The examination fee is 5.00 euros, to be deposited into the municipal account ES5120800930123110000015. Long-term job seekers who prove this status via a certificate from the State Public Employment Service or the corresponding regional employment service will be exempt.

Applications shall be addressed to the mayor and shall preferably be submitted electronically through the City Council’s electronic office, using an electronic certificate. They may also be delivered to the General Registry, located in the Plaza de España de Astorga, or sent by certified mail in an open envelope.

Two eliminatory tests and a merit competition

The maximum score for the competitive examination is 100 points: 70 correspond to the examination phase and 30 to the merit phase.

  • First test, eliminatory: a questionnaire of 40 questions plus 5 reserve questions, with three alternative answers and a maximum of sixty minutes; a minimum of 5 points is required, and incorrect answers are penalized according to the formula: correct answers minus errors divided by three.
  • Second test, eliminatory: one or several practical cases on surface cleaning, use of products and tools, basic hygiene and safety protocols, and work organization, with a maximum time of 60 minutes and a minimum of 5 points.
  • Merit phase: 0.50 points for each full month of service provided in the building cleaning category in any public administration, up to a maximum of 30 points.

The selection body will consist of five members—a president, three members, and a secretary with voice and vote—and the syllabus, contained in Annex II, consists of 21 topics covering everything from the Constitution and municipal organization to cleaning products, tools, and protocols.

Employment pool for temporary coverage

Applicants who pass the examination exercises without obtaining a position will join a job pool that will be governed, on a transitional basis, by the municipal regulations currently being processed. Calls will be made in strict order of qualification, and the candidate will generally have 24 hours from the receipt of the offer to accept or reject it.

The pool will allow for the coverage of substitutions due to temporary disability, maternity or paternity leave, leaves of absence, permits, vacations, death or resignation of personnel, and accumulation of tasks, among other scenarios. Membership will be lost upon express request, unjustified rejection of an offer, failure to report for duty, failure to pass the probationary period, or a final sanction for a serious or very serious offense, and the pool will remain in effect until a new one is formed.

The call opens a path to permanent public employment in the municipal cleaning sector of Astorga and, through the resulting pool, a temporary hiring alternative for job seekers in the region. Interested parties have twenty business days from the publication of the summary in the BOE to submit their application and pay the corresponding fee.
