Por FactBox Admin

The Astorga City Council has approved the rules and the call for the selection process to fill five vacant positions for Local Police Officer through a mobility track and via a competitive examination system. The decision was formalized through Resolution 2026-0914, dated October 16, 2026, from the Mayor’s Office of Astorga, and is published in full in the Official Gazette of the Province of León number 201, corresponding to Thursday, October 22, 2026, with the official reference BOP-LE-2026-201002.
The five positions belong to the special administration scale, special services subscale, Local Police class, and are classified in group C, subgroup C1, with level 18, according to the classification of article 76 of the Basic Statute of Public Employees. The vacancies appear in the City Council’s Public Employment Offer, approved by Mayoral Decree 2026-0668, dated July 23, 2026, published in provincial bulletin number 143, dated July 30, and later corrected by Mayoral Decree 2026-0863, dated September 29, 2026, which appeared in number 191, dated October 7.
Requirements: active service and five years of seniority
The process is reserved for police personnel already in service, not for new entries. Those who are in active service with the rank of Officer in a Local Police force of Castilla y León, can prove a minimum seniority of five years in the force of origin, and hold a rank equal to that of the vacancy may apply. The force of origin is understood as that in which the applicant held a position with a definitive destination.
Those in a status of second activity are excluded. All requirements must be met by the end of the application period and maintained until the appointment as a career civil servant. The duties of the position refer to article 53 of Organic Law 2/1986, on Security Forces and Corps, and to the regional regulations for the coordination of local police.
Ten-euro fee and twenty business days
The application is submitted using the official form of the Astorga City Council addressed to the mayor, at the municipal registry or through the channels of article 16.4 of Law 39/2015. The examination fees are set at 10 euros, which must be deposited into account ES51 2080 0930 1231 1000 0015, identifying first name, last name, DNI, and the requested position.
The deadline for submitting applications is twenty business days from the day following the publication of the summary of the call in the Official State Gazette. Along with the application, the following documents shall be provided, among others:
- Copy of the National Identity Document.
- Proof of payment of the fee.
- Certificate of no criminal record for intentional crimes and a negative certificate from the sex offender registry.
- List of merits claimed for the competition phase, with supporting documentation.
Eliminatory tests and merits scale
The opposition phase includes a medical examination and physical and psychological aptitude tests, all of which are eliminatory. The physical exercise comprises a long jump, medicine ball throw, 60-meter sprint, 1,000-meter run, and 25-meter freestyle swimming, with different benchmarks by age category. The tribunal may conduct random anti-doping controls.
The competition phase, which is not eliminatory, values up to 7 points in preferential merits: rewards (2), professional knowledge (2), services rendered to public administrations (2), and civil protection volunteering (1). Non-preferential merits add up to 5.25 points: languages (2), lifesaving (0.25), self-defense (1), and higher academic qualification (2). Ties are resolved by preferential merits and, as a last resort, by the longest seniority as a Local Police officer in Castilla y León.
Tribunal and process calendar
The qualifying tribunal will be predominantly technical in composition: chaired by a career official of the Astorga City Council, a member appointed upon the proposal of the Civil Protection Agency, a Local Police commander of a category equal to or higher than the position, two municipal career officials, and a secretary with a voice but no vote. Its nominal composition will be published in the provincial bulletin to allow for recusals.
The procedure must be resolved within a maximum period of eight months; after this time without an express resolution, requests may be understood as dismissed. Proposed persons will have fifteen business days to present the documentation and thirty business days to take office after the appointment. The announcement appears signed in Astorga, on October 16, 2026, by the mayor-president, Jose Luis Nieto Martínez.
The call opens a transfer route for agents already trained from other municipalities in the province and from Castilla y León, which allows the Astorga Council to reinforce its police staff without assuming the full cost of initial training. For interested agents, the calendar is tight: twenty business days from the publication of the extract in the Official State Gazette and a fee of barely ten euros.
