Shipyard opens a job bank for laborers for sports works and installations

The Astillero City Council has approved the regulatory bases and the call for the formation of a temporary employment pool for Laborers assigned to the Works and Sports Facilities Brigade. The call is published in the Official Gazette of Cantabria (BOC) No. 179, dated September 17, 2026, within section 2.2 of courses, competitive exams, and contests, with the official reference CVE-2026-7209 and file 2258/2026. Applicants have a period of twenty calendar days to submit their application.

Context: a pool to cover transitory vacancies

The measure responds to the need to have a temporary job pool in the laborer category to allow for the filling of vacancies due to temporary disabilities, sick leave, substitutions, vacations, retirements, leaves of absence, or special services. The City Council argues that the volume of work remains constant and that it must continue to provide an efficient service to the citizenry.

The bases are supported by Article 11 of Royal Legislative Decree 5/2015, of October 30, which approves the revised text of the Law of the Basic Statute of the Public Employee, in relation to Article 15.1 of Royal Legislative Decree 2/2015, of October 23, of the Workers’ Statute. The call was signed in Astillero on September 9, 2026, by the mayor, Javier Fernández Soberón.

Requirements and submission of applications

The positions correspond to the professional category of Professional Groups-Group E, with two profiles: Multi-Trade Operator and Sports Facilities Assistant. Applicants must meet, among other conditions:

  • Be Spanish, a national of a European Union member state, or a foreign resident in Spain.
  • Possess the functional capacity to perform the tasks.
  • Be at least sixteen years old and not exceed the maximum compulsory retirement age.
  • Not have been dismissed through disciplinary proceedings nor be disqualified from public employment.
  • Hold a valid Category B driver’s license.

Applications, according to the model in Annex I, shall be addressed to the Mayor’s Office-Presidency and submitted to the General Registry, at San José 10 street in Astillero, within twenty calendar days starting from the day following the publication in the BOC. They may also be submitted through the channels established in Article 16 of Law 39/2015, of October 1. Along with the application, a photocopy of a valid ID (DNI), a photocopy of the driver’s license, the merit self-evaluation sheet, and the standardized application form must be provided.

Competitive examination with 100 points at stake

The selection system will be a competitive examination process (concurso-oposición). The examination phase is worth a maximum of 60 points and consists of one or several mandatory and eliminatory theoretical-practical cases based on the syllabus in Annex II, which consists of fourteen topics (sports facilities, electricity and plumbing, cleaning, occupational risk prevention, masonry, gardening or street cleaning, among others). To pass, a minimum of 35 out of 60 points must be achieved.

The subsequent competition phase, with a maximum of 40 points, evaluates:

  • Professional experience in public administrations: up to 15 points, at a rate of 0.1 points per full month worked.
  • Training in courses related to the position: up to 10 points, with 1 point per course of up to 30 teaching hours and up to 4 points for courses of more than 101 hours.
  • Other qualifications: up to 15 points, with 2 points for Primary School Graduate or ESO, 5 for Intermediate Vocational Training (FP), 8 for Baccalaureate or Higher Vocational Training (FP), 10 for a university degree, and 3 additional points for a C1 driver’s license.

To enter the pool, it will be necessary to obtain a minimum score of 5 points in the examination phase. The Selection Board will be composed of a presidency, a secretariat, and three members, following gender parity criteria, and their appointment will be determined by a resolution of the Mayor’s Office-Presidency.

Validity and operation of the pool

The pool will remain valid until December 31, 2028, or until none of its members respond to a municipal call. Calls will be made in strict order of score, via telephone contact or email; the applicant will have 24 hours to respond and, if they reject the offer without justified cause, they will move to the end of the list. The contract will be formalized as temporary labor personnel, with a one-month probationary period.

A reinforcement for municipal services

The call opens a direct public employment route for the residents of Astillero and its surroundings, in an access category that does not require a higher academic degree. The creation of this pool will allow the City Council to respond agilely to absences of personnel from the Works and Sports Facilities Brigade and guarantee the continuity of the maintenance and cleaning of municipal spaces.
