Arrecife delegates the Mayor's Office to the first deputy due to absence

The Arrecife City Council has made public the delegation of all mayoral functions to the first deputy mayor, Echedey Eugenio Felipe, during the absence of the mayor-president, Yonathan Jesús de León Machín, between August 28 and September 2, 2026, both days inclusive. The decision is recorded in Mayoral Decree 2026-9806, published in the Official Gazette of the Province of Las Palmas number 104, dated August 31, 2026.

The measure is adopted due to the absence of the councilor and is supported by article 23.3 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime, as well as articles 44 and 47 of the Regulations on the Organization, Operation and Legal Regime of Local Entities, approved by Royal Decree 2568/1986, of November 28. The agreement stems from the municipal Plenary which, in an extraordinary session on July 7, 2023, elected Yonathan Jesús de León Machín as mayor-president.

Scope of the delegation

The decree grants the deputy mayor the powers of direction and management, as well as the power to resolve administrative procedures through the adoption of acts affecting third parties. The delegation takes effect from the moment of signing, which occurred electronically on August 26, 2026.

• Direction and management powers of the Mayor’s Office.
• Resolution of administrative procedures with effects against third parties.
• Obligation to inform the Mayor’s Office, a posteriori or when requested, of the management carried out and the provisions issued.
• Prior communication of decisions of significance, in accordance with article 115 of the Regulations on the Organization, Operation and Legal Regime of Local Entities.

Publication and control

The resolution is published in the official gazette and its content will be reported to the Plenary of the Corporation in the first session it holds, without prejudice to the effectiveness of the conferred delegation. In matters not expressly provided for, the provisions of Law 7/1985 and Royal Decree 2568/1986 shall apply directly.

Appeals

Against the decree, which exhausts administrative remedies, a request for reversal (recurso de reposición) may be filed, as a prior and optional step, before the Mayor’s Office within one month, or alternatively, a contentious-administrative appeal may be filed directly before the Court of First Instance, Contentious-Administrative Section of Las Palmas, within two months, counting from the day following notification.

The delegation guarantees the continuity of municipal management during the mayor’s absence, ensuring that the residents of Arrecife maintain the operational processing of files and the adoption of administrative decisions during a transition period toward the start of the political term.
