Campos de Zuloaga solar plant shelved after Renantis's withdrawal.

The Directorate General for Energy Policy and Mines of the Ministry for the Ecological Transition and the Demographic Challenge has accepted the withdrawal of Renantis España 2, SL —formerly Falck Renewables Power 2, SL— of its application for prior administrative authorization, construction authorization and declaration of public utility for the photovoltaic plant “Campos de Zuloaga”, of 50.10 MW, and has agreed to archive file PFot-726. The resolution, signed on 28 July 2026 by the Director General Manuel García Hernández, is published in the Official Gazette of Navarra number 160, of 14 August 2026, pages 29970 to 29975.

The project, initially promoted as a plant of 122.62 MW in photovoltaic modules and 72.177 MW in inverters, had completed the state procedure with a favorable environmental impact statement and prior administrative and construction authorizations. However, the firm denial of the authorization for activities and uses on non-urbanizable land by the Foral Administration made construction unviable and led the promoter to withdraw.

Complete state procedure

The solar plant had all permits of state competence, according to the chronology included in the resolution:

  • 11 August 2023: the Directorate General for Environmental Quality and Assessment issues the favorable environmental impact statement of the project, published in the Official State Gazette number 203, of 25 August 2023 (BOE-A-2023-18655).
  • 10 November 2023: the prior administrative authorization was granted, published in the BOE number 280, of 23 November 2023 (BOE-A-2023-23857).
  • 5 March 2025: the prior authorization of the modifications and the administrative construction authorization of the 50.10 MW plant were granted, published in the BOE number 67, of 19 March 2025 (BOE-A-2025-5505).

The installation was to be located in the municipal districts of Cendea de Cizur, Cendea de Olza and Orcoyen, with its evacuation infrastructure, and had an access and connection permit granted by Red Eléctrica de España, SAU, on 5 February 2021, at the Orcoyen 220 kV substation.

The Foral denial on non-urbanizable land

The definitive obstacle came from Foral territorial planning. On 27 March 2025, Resolution 143E/2025 of the Director General of Territorial Planning denied the authorization for activities and uses on non-urbanizable land for the plant, whose evacuation infrastructure runs through Cizur, Cendea de Olza and Orkoien. Attempts to reverse the decision failed:

  • April 29, 2025: administrative appeal filed against Resolution 143E/2025.
  • December 5, 2025: Foral Order 169E/2025 of the Regional Minister for Territorial Cohesion dismisses the appeal and confirms the denial.

According to the developer, both resolutions prevented the development and construction of the project, since the authorization of uses was essential for its implementation. Therefore, it invoked Article 23.6 of Royal Decree 1183/2020 and requested, together with the closure of the file, the cancellation and return of the economic guarantee constituted (deposit 2020-00373-O-0018680, bank guarantee 10001182725).

Withdrawal and closure of the file

On March 30, 2026, Renantis España 2, SL submitted the request to close file PFot-726. After notification of the hearing procedure on April 15, 2026, the company did not file allegations within the fifteen-business-day period. The Directorate General for Energy Policy and Mines, under Article 94 of Law 39/2015, of October 1, fully accepts the withdrawal and declares the procedure concluded.

An administrative appeal may be lodged against the resolution before the Secretary of State for Energy within one month from the day following its publication; once that period has elapsed without an appeal, the resolution shall become final for all purposes.

The closure of file PFot-726 closes a representative case of the relationship between the deployment of renewables and territorial planning: the plant had a favorable environmental impact statement, construction authorization and grid access permit, but the final denial of uses on non-urbanizable land, confirmed by Foral Order 169E/2025, made the project unviable. The resolution also recognizes the route provided by Article 23.6 of Royal Decree 1183/2020 for the return of the economic guarantee when an administrative resolution prevents construction, a criterion with a direct impact on renewable projects pending authorization of uses in Navarra.
