Aragón publishes the addendum to the agreement of the Volveremos 2026 program

The Official Gazette of Aragon publishes this Monday, October 5, 2026, Order PJC/1416/2026, of September 23, which provides for the publication of the addendum modifying the collaboration agreement between the Government of Aragon and the Aragonese Council of Official Chambers of Commerce, Industry and Services as a collaborating entity for the implementation of the “Volveremos” 2026 program. The addendum was signed on September 17, 2026, and is registered in the General Registry of Agreements under number 2026/5/0012.

The “Volveremos” program is the promotion instrument for small retail trade through which the Government of Aragon incentivizes consumption in urban and rural environments. Its 2026 call was approved by Order ECE/781/2026, of May 28, published in the “Official Gazette of Aragon” number 103, of June 2, 2026, with an initial budget of 2,964,217 euros charged to budget item G/10170/6221/470209/91002.

The Aragonese Council of Official Chambers of Commerce, Industry and Services acts as a collaborating entity in the management of the program, and it is with this entity that the regional Executive maintains the agreement that is now being modified.

Who signs and where it is registered

The addendum was signed on September 17, 2026, by:

• The Minister of Economy, Competitiveness and Employment of the Government of Aragon.
• The President of the Aragonese Council of Official Chambers of Commerce, Industry and Services.

It was registered in the General Registry of Agreements under number 2026/5/0012, and its full information can be consulted in the public registry of agreements of the Government of Aragon.

The legal framework of the publication

The order is issued under:

• Paragraphs 5 and 6 of Article 151 of Law 5/2021, of June 29, on the Organization and Legal Regime of the Autonomous Public Sector of Aragon.
• Article 13 of Decree 57/2012, of March 7, which regulates the General Registry of Agreements of the Autonomous Community of Aragon.

The text appears in section III, “Other Provisions and Agreements,” under the authority of the Vice Presidency of the Government and Department of Presidency, Justice, Culture and Sport, and is signed by Cristina Asensio Grijalba, Technical General Secretary of the department, by delegation.

A program in full expansion

The modification of the agreement comes during a period of strong growth for the program. According to Order ECE/1255/2026, of August 10, published in the “Official Gazette of Aragon” number 165, of August 26, 2026, 72 municipalities have joined—more than triple the amount at the start of the program’s expansion across all of Aragon—and the program is carried out in three campaigns.

That same order increased the call’s credit by 401,783 euros, distributed among the adhering local entities according to the criteria in Annex I of the call. Notable regional contributions include:

• Zaragoza: 299,117.44 euros.
• Cuarte de Huerva: 10,924.49 euros.
• Teruel: 8,257.91 euros.
• Jaca: 8,060.90 euros.
• Huesca: 7,345.56 euros.
• Calatayud: 6,975.34 euros.

The publication of the addendum updates the collaboration framework with the chambers of commerce and provides legal coverage for the management of the “Volveremos” 2026 program in a year of maximum territorial expansion. For Aragonese businesses and consumers, the agreement is the piece that sustains the operation of consumption incentives in the adhering municipalities.
