Aragón sets minimum services at 25% ahead of teachers' strike

The Department of Education, Science and Universities of the Government of Aragon has established the minimum services for teaching staff in non-university public centers for the strike called for September 24 and 25, 2026. The measure is detailed in Order ECU/1362/2026, of September 18, published in the Official Gazette of Aragon number 185, of September 23, 2026, with reference BOA20260923016. The regulation requires each center to guarantee minimum care for students during the two days of the strike.

The origin of the strike and the jurisdiction of the Department

The strike was called by the trade union organization SINDI-K Sindicato Independiente Nacional de Desarrollo e Innovación and extends from 00:00 hours on September 24 until 24:00 hours on September 25, 2026. It affects “all teaching staff providing services in non-university public education centers,” regardless of their employment link, as stated in the text of the Order.

The scope includes Early Childhood Education, Primary, Compulsory Secondary, Baccalaureate, Vocational Training, Special Regime Education, Adult Education, guidance teams, and other educational services.

The authority to adopt these measures corresponds to the Education Department by the Agreement of March 21, 2012 of the Government of Aragon, published in the Official Gazette of Aragon number 57 on March 22, 2012, which delegated to the department competent in education both the capacity to establish minimum services and their management and monitoring.

What each center must maintain

The annex of the Order details the staffing by type of center. In Early Childhood and Primary centers, and in Secondary, Baccalaureate, Vocational Training, and Special Regime centers, the ratios are essentially identical:

• One person from the management team.
• 25% of the teaching staff.
• One kitchen staff member in school cafeterias, if applicable.

Secondary and Special Regime centers add, where they exist, one Auxiliary Services person (PSA), one Specialized Domestic Services person (PESD), and one Maintenance Official. Integrated Early Childhood, Primary, and Secondary centers apply the 25% of teachers to each of the two stages.

Special Education centers have specific reinforcement: in addition to the management team and 25% of the teaching staff, one Nurse, one Nursing Assistant (TCAE), and two Special Education Assistants are required.

Nursery schools, residences, and guidance teams

Preschools dependent on the Government of Aragon increase coverage to 50% of the Early Childhood Education Technical staff, with one person from the management team and, if applicable, auxiliary, domestic, and kitchen services staff. Residences, CRIE (Educational Resource Centers) with student cohabitation and similar facilities maintain the residence director or head, one technical teacher or social educator, two kitchen staff, and auxiliary and domestic staff.

In Grouped Rural Schools (CRA), the minimum is one member of the management team and 25% of the teaching staff. Adult Education Centers are covered by one person from the management team, Educational and Psychopedagogical Guidance Teams (EOEP) by one person per team, and Teacher Training Centers by one person from the management team and, if any, one Specialized Domestic Services person. Home Schools maintain one member of the management team, one teacher, two kitchen staff, and auxiliary and domestic staff. In centers with day, afternoon, or night shifts, the minimums apply to each shift.

The Order, signed in Zaragoza on September 18, 2026, by the counselor Carmen María Susín Gabarre, emphasizes that the monitoring of the strike by the staff is conditional upon the maintenance of these minimum services, and that the centers will arrange the appropriate measures to provide them.

Impact for families

The regulation seeks to reconcile the right to strike with the students’ right to education, who are almost entirely minors and in need of supervision during their stay at the centers. The text insists that the minimums cannot result in the ordinary operation of the service nor empty the fundamental right to strike of its content, but they guarantee that dining halls, internal transport in residences, and specialized care remain operational during the two days of the strike.
