Aragón creates the category of Higher Technician in Health Social Integration

The Department of Health of the Government of Aragon has created the statutory category of Senior Social Integration Technician within the health centers of the Aragonese Health Service. This is done through Order SAN/1447/2026, of September 28, published in the Official Gazette of Aragon number 198, of October 13, 2026, in section I. General Provisions (official reference: BOA20261013001). The regulation governs the legal regime, classification, access, and functions of the new category and enters into force the day following its publication, that is, October 14, 2026.

The order is issued in exercise of the authorization contained in the first additional provision of Decree 37/2011, of March 8, on the selection of statutory personnel and the filling of vacancies in the centers of the Aragonese Health Service, and under article 15.1 of Law 55/2003, of December 16, of the Framework Statute of statutory personnel of health services. The text has completed the negotiation process in the Sectoral Health Table and has the mandatory reports from the Technical General Secretariat of the Department of Health, the General Directorate of Budgets, the General Directorate of the Civil Service, and the General Directorate of Legal Services, in addition to the opinion of the Consultative Council of Aragon. It is signed by the Minister of Health, Ángel Sanz Barea, in Zaragoza, on September 28, 2026.

A management and services category in subgroup C1

The new category is classified in the professional family of Sociocultural and Community Services, with a Higher Level Vocational Training level, and is assigned to subgroup C1. It will be considered statutory management and services personnel, as they develop their profession or trade without a healthcare nature, according to article 7.2.b) 1.º of Law 55/2003.

Its legal regime will be that provided for in Law 55/2003 and in the revised text of the Law of the Basic Statute of Public Employees, approved by Royal Legislative Decree 5/2015, of October 30, in those parts applicable to statutory personnel of health services.

The creation is framed within the new model of Vocational Training organization defined by Royal Decree 69/2025, of February 4, and takes as a reference Royal Decree 1074/2012, of July 13, updated by Royal Decree 289/2023, of April 18, as well as the homogeneous catalog of equivalencies of Royal Decree 184/2015, of March 13.

Access requirements and equivalent degrees

To access the category, it will be a requirement to hold the Higher Vocational Training degree of Higher Technician in Social Integration, in accordance with Order ECD/843/2024, of July 25, which regulates the curricula of certain Higher Vocational Training cycles in Aragon.

The requirement will also be considered met with degrees declared equivalent, including:

• Specialist Technician of Law 14/1970, of August 4, from the Community Services branch.
• Specialist Technician in Socio-Family Economics.
• Specialist Technician in Social Adaptation.
• Specialist Technician in Educator for the Mentally Disabled, from the health branch.

Personnel selection and the filling of vacancies will be governed by the general regulations for statutory personnel of the health centers of the Aragonese Health Service.

Functions: psychosocial and community care

Under the direction of the corresponding managers, these professionals will program, organize, implement, and evaluate actions aimed at community care and the social and labor integration of people with mental illness. The order details fourteen functions, including:

• Collaborating in the design, execution, and evaluation of activities that address the physical, psychosocial, and educational needs of the users.
• Participating in skill-training programs for personal and social autonomy.
• Facilitating social integration through psychosocial support, respecting the privacy and dignity of individuals.
• Accompanying users in the use of resources, services, and social benefits.
• Assisting in labor and occupational insertion programs adjusted to individual itineraries.
• Carrying out community interventions at home, work, in educational and health settings, and in social and cultural services.
• Participating in multidisciplinary teams and coordination meetings.

Employment pool, internal promotion, and staffing

Immediately upon the creation of the category, the Aragonese Health Service will generate the new temporary employment pool and the health sectors will compile the temporary internal promotion lists. Furthermore, services provided in the development of the specific competencies of the new category, duly certified, will be valued as own services for the purposes of professional career and the selection and filling of vacancies.

The Management Directorate of the Aragonese Health Service is empowered to adopt execution measures and to determine the number of structural staff, which will require adjusting the organic staffing of the centers in accordance with the budget provisions in force.

The regulation consolidates the professional space of the Higher Technician in Social Integration degree and reinforces psychosocial and community care within health facilities, both in hospital and community settings. For the Salud staff and those preparing for competitive examinations, the immediate effect is twofold: a new category is opened with its own employment pool, and previous experience in the professional career is recognized.
