Aragón creates the category of Health Dependency Care Technician

The Department of Health of the Government of Aragon has created the statutory category of Technician in Care for Persons in Situations of Dependency within the health centers of the Aragonese Health Service. The measure is formalized through Order SAN/1371/2026, of September 14, published in the Official Gazette of Aragon on September 25, 2026, number 187, with official reference BOA20260925002. The regulation governs the legal regime, classification, access, and functions of the new category.

The authorization to issue the order proceeds from Article 15.1 of Law 55/2003, of December 16, of the Framework Statute for statutory personnel of health services, and from the first additional provision of Decree 37/2011, of March 8, on the selection of statutory personnel and the provision of positions in the centers of the Aragonese Health Service. According to the text, the creation responds to the need for “an organizational restructuring” that adapts the health Administration to new social and community challenges.

The processing has included negotiations in the Health Sectoral Table and the mandatory reports from the Technical General Secretariat of the Department of Health, the General Directorate of Budgets, the General Directorate of the Civil Service, and the General Directorate of Legal Services, in addition to the opinion of the Consultative Council of Aragon. The order was signed in Zaragoza on September 14, 2026, by the Minister of Health, Ángel Sanz Barea.

Classification and fit within the Framework Statute

The new category is classified within the professional family of Sociocultural and Community Services, with an Intermediate Vocational Training level and placement in subgroup C2. It will be considered statutory management and services personnel, as they develop their profession or trade without a healthcare character, pursuant to Article 7.2.b) 1.º of Law 55/2003.

The regime of Law 55/2003, the revised text of the Basic Statute of Public Employees approved by Royal Legislative Decree 5/2015, of October 30, and the complementary development regulations shall apply. The reference training framework consists of Royal Decree 1593/2011, of November 4, Royal Decree 499/2024, of May 21, Royal Decree 69/2025, of February 4, and Royal Decree 184/2015, of March 13, regarding the homogeneous catalog of equivalencies for statutory personnel categories.

Access requirements and employment pool

The selection of personnel and the provision of positions shall be governed by the general regulations for statutory personnel of the health centers of the Aragonese Health Service. To access the category, the following shall be required:

• Hold a Medium-Level Vocational Training degree as a Technician in Care for People in Situations of Dependency, in accordance with Order ECD/842/2024, of July 25.
• Hold a degree declared equivalent within the general organization of vocational training.
• Hold a degree as a Technician in Sociosanitary Care, declared equivalent in the third additional provision of Royal Decree 1593/2011.

Immediately following the creation of the category, the Aragonese Health Service will generate the new temporary employment pool, and the health sectors will compile the temporary internal promotion lists.

Functions and valuation of services rendered

These professionals will attend to people with a loss of autonomy, collaborating in the recovery of quality of life through psychosocial activities and support for the personal management and environment of the patient, both in the hospital center and in the community environment. Their functions include:

• Collaborating in the rehabilitative tasks of the Personal Recovery Plan and identifying care and psychosocial needs.
• Performing personal hygiene and dressing tasks, and organizing interventions related to nutrition.
• Accompanying in administrative and economic procedures, and promoting the maintenance and cleanliness of the home.
• Applying prevention and security measures in the home or care center.
• Conducting home visits for reintegration and follow-up, and rehabilitative outings outside the home.
• Establishing relationships with social services, employment, leisure, sports, and volunteering within the territory.
• Providing support for the labor insertion process and coordination with training resources.

The sole transitional provision establishes that services rendered in the development of these competencies, duly certified, will be valued as belonging to the new category for the purposes of professional career and the selection and provision of positions. The Management Directorate of the Aragonese Health Service is empowered to adopt execution measures and to determine the number of structural personnel, with the consequent adjustment of the organic staff of the centers.

The order will enter into force on the day following its publication in the Official Gazette of Aragon.

The creation of this category consolidates the professional space for graduates in Care for People in Situations of Dependency and opens a stable public employment path within the Aragonese health system. For readers, it represents a new care profile called upon to strengthen the sociosanitary care of people with a loss of autonomy, both in hospitals and in their homes, and anticipates selection calls and a new temporary job pool.
